1. Project Background

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow—infrastructure with sustainability at its core. We began operations in Beijing in January 2016 and have since grown to 109 approved members worldwide. We are capitalized up to USD100 billion and Triple-A-rated by the major international credit rating agencies. Working with partners, AIIB meets clients’ needs by unlocking new capital and investing in infrastructure that is green, technology-enabled and promotes regional connectivity. The Economics Department is responsible for providing thought leadership within AIIB and ensuring economic sustainability of projects financed by AIIB. These include preparing AIIB’s annual flagship publication Asian Infrastructure Finance, reviewing projects to ascertain economic viability, undertaking economic analysis of selected projects, monitoring macroeconomic developments, conducting applied research, analyzing and country and sector infrastructure needs.

2. Objectives of the Assignment

The Economics department is looking to hire a consultant to enhance its geospatial capacity for research as well as project support. The consultant is expected to combine strong quantitative, geospatial techniques, with economic analysis. The consultant is also required to provide training to staff members.

3. Scope of Services

The consultant is expected to: • Support the continued development of geospatial tools and platform in the department. • Apply geospatial analysis to assigned projects and for research. • Conduct knowledge sharing and train staff members.

4. Consultancy Output / Deliverables

• Support the Economics Department to complete the development of geospatial tools and platform. • Apply geospatial analysis to assigned projects and for research (expected 2-4 project applications per year, 1 working paper). • Conduct knowledge sharing of geospatial tools and platform and train staff members (1-2 seminar and/or training sessions per year).

5. Implementation Arrangement

Work onsite in Beijing office (up to 1 day per week with flexibility on days, for up to a contract of up to 2 years).

6. Support to the Consultant by the Bank

The Economics Department will make all necessary IT equipment, documents and data as well as necessary administrative support and office facilities available to the Consultant.

7. Knowledge Transfer and Training

Conduct knowledge sharing of geospatial tools and platform and train staff members.

Qualification Requirement

Knowledge, Skills, Experience & Qualifications Requirements: • An applied economist with postgraduate degrees in economics (PhD is preferred) • Deep knowledge of spatial general equilibrium programming • Track record of geospatial analysis. Publications in international journals on the subject would be welcomed. • Strong communication skills. • Work onsite in Beijing office up to 1 day per week with flexibility on days, for up to a contract of up to 2 years).
