The Complaints-resolution, Evaluation and Integrity Unit (CEIU) was established in 2016 as an independent unit within AIIB and is part of AIIB’s Oversight Mechanism created by its Board of Directors under Article 26(iv) of the AIIB Articles of Agreement. Under its independent Evaluation and Learning function, CEIU undertakes evaluative assessments of AIIB’s ordinary and special operations in accordance with the Learning and Evaluation Policy (LEP). One of CEIU’s primary responsibilities is to strengthen institutional performance, credibility, internal and external accountability, and learning by selectively assessing the quality and results of the AIIB’s ongoing and completed investment projects, operational policies, strategies, and procedures.

Accountabilities & Responsibilities

  • Undertake Early Learning Assessments (ELAs) of ongoing financing and activities (projects) and Project Learning Reviews (PLRs) of completed projects.
  • Undertake other evaluative activities, including an independent evaluation of different sectors, themes, policies, strategies, and processes.
  • Develop and update guidance, methodologies and processes designed to facilitate implementation of the LEP.
  • Provide technical advice on evaluation and independent evaluative input for the development and review of operational policies and sector strategies, as requested.
  • Participate and/or contribute to independent evaluations of select projects with AIIB co-financiers.
  • Coordinate and collaborate with evaluation counterparts in other international financial institutions.
  • Identify, engage, and manage individual consultants, vendors, contractors, and other service providers supporting evaluative activities, as required.
  • Develop and deliver training and capacity building activities to internal and external clients, including awareness-raising activities.
  • Support other CEIU activities, as required.

Knowledge, Skills, Experience & Qualifications

  • Master’s degree or above in economics, public policy, finance, social sciences, or related fields from a reputable university.
  • 8-10 years of advanced experience in evaluation of projects, financing, activities, sectors, themes, processes, policies, and strategies, and solid quantitative and qualitative evaluation skills, in a multilateral development bank, international organization, private sector, or national setting with extensive experience in international projects and activities. Experience in AIIB members is desirable.
  • Excellent oral and written communication skills in English, including the ability to prepare, present, and defend fact, findings, issues, lessons learned, and recommendations in a clear, concise, and compelling manner. The successful candidate may be asked to provide sample reports.
  • Proficiency in another language used in AIIB members is an advantage.
  • Demonstrated ability to perform under pressure and balance multiple priorities.
  • Highest levels of integrity, professionalism, diplomacy, and tact.
  • Outstanding interpersonal skills and a proven track record of being a team player.
  • Demonstrated leadership, innovation, and conceptualization skills.
