Functional setting:

ICMPD functions as the Secretariat of the Budapest Process, which is an intergovernmental dialogue on migration engaging over 50 states and 10 international organisations since 1993. The dialogue aims at promoting safe, regular and orderly migration along the migration routes. Under the lead of Türkiye and Hungary as the Chair and Co-Chair of the dialogue, the Secretariat handles communication with all participating stakeholders, plans and implements all activities of the Budapest Process, such as Senior Official meetings and thematic working groups, as well as supports the operational implementation of identified priorities.

Since 2010, the main focus of the Budapest Process is the Silk Routes Region, specifically West and South Asia. Following the successful implementation of the action plan the “Call for Action 2019-2024", the Budapest Process now focuses on its new Ministerial Conference planned in 2024. 

The Project Manager of the Budapest Process Secretariat manages a Project Officer and a Project Management Assistant as well as works with external experts. They report to the Head of the Budapest Process Secretariat. They will be in charge of the preparations for the 7th Ministerial Conference planned in Budapest, Hungary, in November 2024. This includes managing exchanges with relevant governments, the support of negotiations of the Ministerial texts, the management of the team and the budget. The Secretariat is in charge of the sound financial management of the Budapest Process funding, of monitoring and evaluating all dialogue activities and ensuring smooth and timely delivery all dialogue activities under the work plan and working collaboratively with all members of the wider Silk Routes team in Field Offices. ​

Position-Specific Expertise: 
▪ Strong knowledge and understanding of diplomacy and political negotiations
▪ Experience in organisation of high-profile events and conferences 
▪ Experience in areas related to migration governance 
▪ Experience in managing a team, external experts and budget

Position-Specific Qualifications and Language Skills:
▪ Masters degree in political science/international relations or equivalent is a requirement 
▪ In addition to the languages listed in the job profile (i.e. fluent English), Arabic, Turkish and other languages from the Budapest Process participating states are an asset.
