ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

 

The Directorate of Global Partnerships and External Relations (GLO), headed by a Managing Director, is responsible for UNIDO's relations with Member States and all external partners, including through the Policymaking Organs. It plays a central role for interaction and collaboration with traditional and non-traditional donors; oversees the regional bureaus as well as the network of established field offices, liaison offices and Investment and Technology Promotion Offices; and supports the implementation of particularly complex projects, programmes and special assignments, thus also fulfilling an important role in safeguarding their quality and the reputation of the Organization.

The Division of ITPOs and Institutional Partnerships (GLO/ITP) will link UNIDO's Investment and Technology Promotion Offices (ITPOs) with international corporate partners and use the ITP network to forge, in collaboration with IET/PPP and GLO/FLS, partnerships with development partners.

 

It will engage in match-making and partnership development at corporate, institutional, and political levels to support developing countries and countries with economies in transition in becoming attractive investment locations resulting in increased levels of investments and, through investors and partners that the ITPOs bring to the table, engage in technology exchange partnerships that enable them to adopt new technologies for sustainable industrial development.

This Division harnesses different types of partnerships at corporate, institutional and political level to support developing countries in their endeavor to become attractive investment locations resulting in increased levels of investments (foreign direct investment, impact investments, domestic investments) as well as technology exchange and adoption. The Division expands its Investment and Technology Promotion Network by closely interlinking UNIDO’s Investment and Technology Promotion Offices (ITPOs) with investment promotion agencies (IPAs) and international corporate partners.

UNIDO’s international Network of Investment and Technology Promotion Offices (ITPOs) counts nine offices that are located in Tokyo, Japan; Rome, Italy; Shanghai and Beijing, China; Seoul, the Republic of Korea; Moscow, the Russian Federation; Manama, Bahrain; Lagos, Nigeria; Berlin and Bonn, Germany.

UNIDO ITPOs have contributed to reducing development imbalances, by brokering investment and technology agreements between developed, developing countries and countries with economies in transition. Located in both hemispheres, the specialized network of UNIDO ITPOs opens up opportunities for investors and technology suppliers to find potential partners and offers unique services to both entrepreneurs and business institutions.

 

PROJECT CONTEXT:

 

ITPO Germany was established in 2017 based on an agreement between UNIDO and the German Federal Government. Its mandate is to foster mutually beneficiary industrial cooperation between enterprises in Germany and in developing countries and economies in transition, with focus on SMEs. The project contributes to inclusive and sustainable industrial development and economic growth of developing countries and countries with economies in transition by identifying and mobilizing technical, financial and managerial resources.

 

In particular, the ITPO Germany promotes outward flow of investment and sustainable technologies from Germany to developing countries.

 

The ITPO Germany Berlin office opened in 2023 and is strategically placed in Germany’s capital city in order to foster cooperation with political stakeholders, business-associations as well as larger companies in the priority areas of sustainable and resilient global supply chains, digitalization and green transition.

 

DUTIES & RESPONSIBILITIES:

 

Under the supervision of the Head of the ITPO Germany Berlin Office the Associate Expert carries out the following key functions:

 

  • Support the initiation of strategic partnerships in the areas of green and just transition & industrial decarbonization; sustainable value chains; sustainable & modern agriculture; and women’s empowerment, particularly with multinational corporations.
  • Support in creating new synergies for UNIDO with government decision-makers and businesses.
  • Support in increasing the visibility and awareness of UNIDO's work in Germany, with the intention of establishing new collaborations.
  • Assist in organizing the logistics for meetings and missions and prepare the necessary background information and agendas for the supervisor.
  • Maintain the supervisor’s daily schedule, liaise with counterparts on appointments and meetings. Assist in the preparation of presentation material. Take minutes of meetings, circulate and file them as appropriate. Keep track of pending matters, follow up on deadlines.
  • Discuss rationale and context of project activities, consider alternative methods for project design, management, problem identification and problem resolution.
  • Compile general background information from readily available sources, on economic and social factors for an assigned sector, area, country or programme/project.
  • Draft papers and presentations by extracting/summarizing statistics and other related information; compile and organize information and reference materials from various sources for reports, meetings, etc.
  • Carry out ad-hoc assignments and perform any other related duties as assigned.

 

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: Advanced university (Master’s or equivalent) degree in economics, engineering, sciences, agri-business, environment, energy, business administration, or other relevant discipline is required.

 

Technical and Functional Experience

 

  • A minimum of one (1) years of work experience in the related fields of the post is required.
  • Working experience within businesses, governments, the UN system and familiarity with procurement processes is desirable.
  • Knowledge of sustainable development, trade, investments, technology transfer and climate action, especially on intergovernmental affairs and interagency cooperation is desirable.
  • Exposure to the needs, conditions and problems in developing countries is desirable.   
  • Experience and proficiency in using Microsoft Office (Outlook, Word, Excel and PowerPoint) is required.
  • Experience with Social Media tools, WordPress and SAP is desirable.

 

Languages: Fluency in written and spoken English and German is required.  Fluency in or working knowledge of other official language(s) of the United Nations, is desirable.
