Mission and objectives

UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Together with national, regional and local authorities, civil societies, private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development.

Context

The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. Eighteen years of socio-economic achievements in Ukraine are at risk. UNDP’s core engagement is to preserve development gains as fully as possible and to return Ukraine to pathways towards achieving the SDGs as quickly as possible. In Ukraine, UNDP operates in five programmatic areas of support: government capacities for crisis response and management; sustaining provision of public services; emergency works facilitating return and reconstruction; incomes, livelihoods and the private sector response; and civil society and maintenance of the social fabric. UNDP follows a no excuse - zero tolerance policy with regard to Sexual Exploitation and Abuse (SEA) and reaffirms its commitment to prevent SEA and to respond to incidents of SEA by providing adequate assistance to victims/survivors in order to protect their rights and enhancing the safety of its teams and beneficiaries. All forms of sexual exploitation and abuse are incompatible with the universal human rights framework, national legislation, values, humanitarian principles, and standards that underpin UNDP and the entire UN Country Team in Ukraine. Given the complexity of our work, the expansion of the CO activities, and the requirements of the 2024 UNCT PSEA Action Plan and HCT PSEA Action Plan, the UNDP Resident Coordinator appointed three PSEA Focal Points and a PSEA Task Force. The Action Plan covers all UNDP personnel and includes concrete activities in the five mandatory results areas foreseen by the UNDP corporate action plan. Bearing in mind the evolving security and humanitarian situation in Ukraine, the PSEA risk assessment and risk management part of the Action Plan mirrors the Country-level Action Plan for the UNCT in Ukraine and encompasses the PSEA-related obligations of the Management and Accountability Framework (MAF) for the dual accountability system based on individual mandates, organizations and as part of the PSEA Country structure (UNCT). It also outlines the priorities agreed by the Inter-Agency PSEA Network to be achieved jointly across Ukraine with humanitarian operations, providing the minimum operational standards and requirements to measure progress and analyze effectiveness, impact, and progress on measures to prevent and respond to sexual exploitation abuse countrywide. This UNV assignment will support the implementation of the UNDP Action Plan for preventing and responding to Sexual Exploitation and Abuse, with a specific focus on the risk assessment and risk management of UNDP partners and grantees.

Task description

In close collaboration with the Senior Gender Advisor, coordinating the PSEA Task Force in UNDP, execute the assigned activities of the PSEA Action Plan for 2024 on risk assessment and risk management of partners, from implementation to reporting. · Conduct capacity assessment and follow up of partners with low/medium capacity before starting a partnership or renewing contracts. · Provide inputs on the PSEA risk assessments, mitigation and capacity building plans at the partners’ level. · Provide the required analysis and technical guidance to projects' personnel in implementation of PSEA prevention, risk mitigation, and put in place response measures during planning and project development, and programming. · Train grantees and responsible parties operating under a partnership agreement on PSEA and guide them through the capacity assessment. · Develop, produce and facilitate the dissemination of PSEA awareness communication materials to field offices, project sites as well as contractors/implementing partners, with support and guidance from the PSEA FPs and project team. · Develop a gender and age disaggregated data collection plan on the partners and persons reached out through training and capacity building. · Map existing SEA complaints and provide information on the reporting mechanism. · Develop and conduct awareness raising activities/sessions for local communities across the country on PSEA and reporting pathways, with support and guidance from Task Force. · Support the Senior Gender Advisor in AOB.
