Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments in developing policies, programmes, and projects to achieve food security and reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources sustainably.
The FAO Representation in South Sudan is organized around three main units\: Programme, Operations and Administration. The current portfolio of projects in South Sudan includes activities related to Agriculture, Livestock, Fisheries, and Natural Resource Management, and is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country's Programme and portfolio as foreseen in the projects.


Reporting Lines

The Outreach and Reporting Specialist works under the overall supervision of the FAO Representative for South Sudan, under the direct supervision of the Head of Strategy Resource Management and Reporting, in close collaboration with Programme/Operations/Administrative Units, and in close consultation with relevant Technical Units at FAO headquarters, at regional level (Regional Office for Africa, RAF) and subregional level (Subregional Office for Eastern Africa, SFE).


Technical Focus

The incumbent will be responsible to provide technical support in consolidation, writing and editing progress, interim and final narrative reports for projects contributing to FAO South Sudan programmes.


Tasks and responsibilities

• Consolidate, write, and edit progress, interim and final narrative reports for Projects contributing to FAO South Sudan Portfolio following FAO Reporting and Editorial Guidelines to be shared with Resource Partners.
• Support the revision, finalization, and timely submission of key outreach documents to showcase and promote FAO comparative advantages in collaborative activities with external counterparts.
• Monitor and identify critical Programme issues where FAO expertise is needed and organize information flows from external collaborators to Programme units.
• Collaborate with the Head of Sub-Office, project staff, implementing partners (IPs) and headquarters as needed to finalize report contents.
• Take appropriate measures to dispatch progress and final reports to appropriate stakeholders promptly, and act as reporting focal point, liaising with resource partners and other relevant partners as necessary.
• Write and edit various other documents in English relevant to the work of FAO in emergencies and resilience, including project proposals, brochures, leaflets, situation reports, etc.
• Support in producing material to showcase FAO’s activities in South Sudan, as well as a list of key messages for resource mobilization.
• Undertake travel, if needed, on short notice, in support of FAO sub-offices in South Sudan.
• Perform other related duties, as required.
Specific Functions\:
• In cooperation with technical colleagues, liaise with Government, UN Agencies, Private sector and humanitarian and development partners to draw out lessons learnt for joint programming.
• Ensures alignment of new programmes with the government’s humanitarian and development goals, the UN South Sudan Sustainable Development Partnership Framework FAO South Sudan Country Programming Framework, and FAO’s corporate initiatives.
• Maintains updated reports database, tracking and maintaining an information database and update monitoring tools\:
• Provide periodic updates at management meetings, and joint development partners meetings and monitor programme funding gaps.
• Support in the preparation of briefs and leaflets regarding the FAO South Sudan programme.
• Support in Strengthening the capacities of project teams in Result Based Management, reporting and regular tips on successful programme implementation and reporting.
• Liaise with FAO Technical units to ensure technical quality in donor reports, briefs, and implementation updates.
• Participate in formulating regular progress reports, final reports, briefs, and comprehensive reports for ongoing emergency /resilience/ development projects as well as correspondence with government and donors.

Minimum Requirements

• Advanced university degree in agriculture, development studies, communications or other relevant fields.
• At least 5 years of working experience in communications and/or reporting with nutrition-sensitive agricultural programmes and supporting the food security and/or nutrition sector in complex emergency contexts such as South Sudan.
• Working knowledge of English; limited knowledge of Arabic is an added advantage.

Technical/Functional Skills

• Extensive experience in project management and capacity development in Reporting
• Good interpersonal skills with experience in networking and building partnerships at all levels (Government, UN, NGOs and local community-based organizations)
• Proficiency in standard computer software (MS Office) as well as software such as SPSS, R, ENA etc.
• Excellent oral, written, interpersonal, and communication skills
