Description

The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.

The Information Technology Division (CS-IT) provides quality IT services and innovative information technology solutions to support the Bank’s operations and to fulfil the Bank’s strategic objectives in an efficient and effective manner, continuously adapting to business needs.

The Corporate IT Systems Unit (CS-IT-CS) within the IT Division is looking for an experienced application manager to cover accounting, budget management and purchasing processes. Under the direct supervision of the Head of Unit the incumbent will work closely with the Accounting and Controlling Division, all contributors to the Purchasing process, end-users and participants in cross-functional projects.

The incumbent will be the main IT contact for accounting processes, budget management and purchasing, and will act as an intermediary with external support providers. He/she will assess the needs expressed by the business lines, analyse them, translate them into incidents or change requests, and supervise their development in project mode where required. The Unit's project portfolio has a significant cross-functional aspect, requiring the incumbent to work with and coordinate several teams (adapted to the projects under his/her responsibility), both within the IT Division (Core Banking, architecture, infrastructure, security, service desk) and within the organisation.

Main Responsibilities:

·       Provides application support for accounting processes, budgeting and purchasing, on tools already implemented: from incident management and follow-up to demands that will be translated into enhancement or new projects. He/she will be able to rely on an external service provider to manage Third-Party Application Maintenance and Third-Party Evolutive Maintenance.
·       Monitors the proper execution of contracts with external service providers.
·       Provides project management when necessary, following CEB’s project methodology, and meticulously documents his/her activities.
·       Participates in the selection process for new solutions and service providers, including drafting calls for tender.
·       Works in collaboration with other IT Units on aspects relating to IT architecture, infrastructure and security.
·       Currently, the CEB is spearheading a project aimed at modernizing and transforming its Information Systems to SAP/S/4HANA, with a timeline stretching to January 2025. The incumbent will actively participate in this project and subsequently assume responsibility for application management.

·       Participates in the decommissioning of existing tools.

·       Assists with the creation and implementation of reporting statements.

·       Subsequently, the Bank wishes to undertake a new modernisation plan for its Core Banking system; the incumbent will be an active contributor to the feasibility study for the development of the ERP-related vertical banking sector, and then in its implementation.

·       Due to the Unit's limited size, the incumbent plays an active role in suggesting and participating in multiple transformation projects.

Profile

Academic background:

·       University degree in Information Technology, Computer Sciences, Management Information Systems or related field (Master's degree preferred).

 

Professional background:

·       A minimum of 6 years of professional experience in application implementation, customization, and management, with a focus on Accounting, Budget management, and Purchasing.

·       Proven experience in dealing with external suppliers and monitoring contract performance.

·       Strong understanding of Accounting, Budgeting and Purchasing processes, workflows, and best practices, with the ability to translate business requirements into technical solutions.

·       Excellent communication, negotiation, and interpersonal skills, with the ability to effectively collaborate with diverse teams and stakeholders.

·       Project management skills, including the ability to prioritize tasks, manage resources, and meet deadlines.

 

Language skills:

·       Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.

 

Knowledge/Aptitudes:

·       Knowledge of various Accounting, Budgeting management and Purchasing processes.

·       Ability to continuously demonstrate excellent communication skills to interact with different stakeholders including Accounting, Budgeting and Purchasing teams at the Bank, application system service providers, internal IT teams, and end-users.

 

Asset qualifications:

·       Relevant certifications in SAP/S/4HANA e.g. SAP Certified Application Associate - SAP S/4HANA, SAP Certified Technology Associate - SAP S/4HANA or SAP Certified Development Associate - SAP S/4HANA would be considered as an asset.

Employment Conditions

1) The CEB offers an initial 4-year appointment (including a one-year probationary period), with, under certain conditions, the possibility of renewal.

 

2) Grade and salary:

  • B5-B6
  • Depending on level of experience, monthly salary ranges between 5629 € and 6542 €, plus allowances based on eligibility, exempt of French income tax.
  • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
  • Grades are established without any discrimination (including gender discrimination).

As an international organisation, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.
