Description

The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities. The Information Technology Division (CS-IT) provides quality IT services and innovative information technology solutions to support the Bank’s operations and to fulfil the Bank’s strategic objectives in an efficient and effective manner, continuously adapting to business needs.

The IT Corporate Systems Unit (CS-IT-CS) within the IT Division is looking for a skilled Application Manager. Under the direct supervision of the Head of Unit the incumbent will closely collaborate with the Human Resources and Communication Divisions, engaging with end-users and all contributors to cross-functional projects.

The incumbent will be the main IT contact for the Human Resources and Communication Divisions and will act as their intermediary with external support providers.

He/she will assess business needs, analyse them, translate them into incidents or change requests, and supervise their development into project mode when required.

The Unit's project portfolio has a significant cross-functional aspect, requiring the incumbent to work with and coordinate several teams (adapted to the projects under his/her responsibility), both within the IT Division (architecture, infrastructure, security, service desk) and within the organisation.

Main Responsibilities:

·       Ensures application support for the Human Resources and Communication Divisions: on their already implemented tools: from incident management and follow-up to demands that will be translated into enhancements or new projects. He/she will be able to rely on an external service provider to manage Third-Party Application Maintenance and Third-Party Evolutive Maintenance.
·       Monitors the proper execution of contracts with external service providers.
·       Provides project management when necessary, following CEB’s project methodology and meticulously documents his/her activities.
·       Participates in the selection process for new solutions and service providers, including drafting calls for tender.
·       Works in collaboration with other IT Units on aspects relating to IT architecture, infrastructure and IT Security.

·       For Human Resources Division:
-          Currently, the CEB is spearheading a project aimed at modernizing and transforming its HRIS to SAP/SuccessFactors, with a timeline stretching to July 2025. The incumbent will actively participate in this project and subsequently assume responsibility for application management.

-          Participates in the decommissioning of existing tools (such as time management, recruitment, etc).

·       For Communication Division, the incumbent will be responsible of:
-          Monitoring the upgrade of the institutional website (Wagtail technology) and its graphic redesign.

-          Managing the Intranet site (Liferay technology) while leading the community of mini-site administrators, monitoring requests for functional and technical (security) upgrades, participating in the selection of the future service provider to maintain the Intranet site.

-          Participating in the selection of the new mailing platform.

-          Maintaining a technology watch by keeping abreast of industry trends and best practices related to implemented system technologies (SAP HR, Lifetray, Wagtail, ...), and recommending improvements or new functionalities to support HR and Communication objectives.

·  Due to the Unit's limited size, the incumbent plays an active role in suggesting and participating in multiple transformation projects.

Profile

Academic background:

·       University degree in Information Technology, Computer Sciences or related field (Master's degree preferred)

 

Professional background:

·       A minimum of 6 years of professional experience in application management, system implementation, customization, and management, with particular emphasis on HR and Communication.

·       Proven experience in dealing with external suppliers and monitoring contract performance.

·       Strong understanding of HR and Communication processes, workflows, and best practices, with the ability to translate business requirements into technical solutions.

·       Excellent communication, negotiation, and interpersonal skills, with the ability to effectively collaborate with diverse teams and stakeholders.

·       Project management skills, including the ability to prioritise tasks, coordinate projects, and meeting deadlines.

 

Language skills:

·       Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.

Knowledge/Aptitudes:

·       Knowledge of HR processes with an in-depth knowledge of employee life cycles, talent management, payroll, recruitment, time management, performance management, etc.

·       Knowledge of Web environment techniques (HR and Communication applications are often based on Web technologies).

·       Ability to continuously demonstrate excellent communication skills to interact with different stakeholders: HR and Communication teams, application system service providers, internal IT teams and end-users.

 

Asset qualifications:

·       Relevant certifications, such as SAP Certified Application Associate in SAP SuccessFactors modules (e.g., Employee Central, Learning Management, Recruiting Management) and Lifetray/Wagtail certifications such as a Developer, Content Manager or Administrator will be considered as an asset.

·       A Lifetray certification will be considered an asset.

Employment Conditions

1) The CEB offers an initial 4-year appointment (including a one-year probationary period), with, under certain conditions, the possibility of renewal.

2) Grade and salary:

  • B5-B6
  • Depending on level of experience, monthly salary ranges between 5629 € to  6542 €, plus allowances based on eligibility, exempt of French income tax.
  • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
  • Grades are established without any discrimination (including gender discrimination)
