General Background of Project or Assignment:

UNHCR’s Results-Based Management (RBM) approach (COMPASS) was launched in 2021. COMPASS emphasizes improvements in monitoring and evaluation (M&E) and use of results to improve evidence-based planning. Starting in 2024, UNHCR followed up COMPASS with a new solution for managing its projects implemented especially with partners: the Project Reporting, Oversight and Monitoring Solution (PROMS). While operations are required to define the indicators, they will report on at output level in COMPASS and PROMS, neither of these systems are meant for managing indicator data. Partners report indicators to UNHCR in a wide variety of ways, including through Excel and Word. Since 2022, the Regional Bureau in the Americas has supported most operations to launch project monitoring systems through ActivityInfo. Given that ActivityInfo is a familiar system to many UNHCR partners, this was a quick solution to enable the systematization of data for improved reporting and using evidence on project results. At the same time, the UNHCR Ecuador operation developed their own system (OSMOSYS), which is tailor-made to UNHCR’s needs – now also being used in the El Salvador operation. OSMOSYS supports simpler configuration and reporting of data disaggregated by different age, gender, and diversity groups. It is also simple for the multi-functional team in UNHCR to be able to update the database at any time throughout project implementation. Therefore, the Regional Bureau for the Americas plans to replicate the system in additional countries. To do so, there are some system improvements to be made to ensure that OSMOSYS can easily be configured for different country contexts, different populations, and different types of projects and partnerships. UNHCR requires a consultant with development expertise to support the roll-out of OSMOSYS in 4 countries to begin during 2024 (tentatively: Guatemala, Venezuela, Colombia, and Costa Rica).

Overall Purpose and Scope of Assignment:

On the basis of the OSMOSYS tool build for the operation in the Salvador, gather requirement to build a new Version of OSMOSY that is suitable for roll-out in additional operations in the region and support such roll out in at least four operation in 2024.

Activities:

The consultancy will gather requirements in consultation with relevant colleagues in the Regional Bureau and field operations to ensure that OSMOSYS meets the technical specifications and requirements at country and regional level.

The consultancy will deliver OSMOSYS 2.0.

The consultancy will develop a plan for rolling out OSMOSYS 2.0 in 2024.

The consultancy will support 4 countries to roll out OSMOSYS 2.0 in 2024.

The consultancy will document all technical programming steps and share the documentation in a way that the work can be replicated in the future through all user-manuals required.

Required level, qualifications, and work experience:

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

(i) Degree required: The contractor must have a bachelor's degree in any of the following relevant fields: software engineering, computer science or information systems engineering, and postgraduate studies (master's) in related fields.

(ii) Years of experience and field of expertise: A minimum of 6 years work in software development and a minimum of y years developing software with humanitarian and / or international organizations, or non-governmental organizations (NGOs). The person must have experience in the field of research, project management, monitoring and evaluation and agile software development methodologies.

(iii) Knowledge and skills:

A minimum of 5 years of experience of the following tools or technologies:

Angular with PrimeNg components

Java EE or Jakarta EE

Wildfly Application Server

Apache Web Server

PowerBI

JasperReports

(iv) Language: Excellent level of English and Spanish is essential.

Priority will be given to applicants in the Americas Region.
