Result of Service
Strengthening the capacity of the Ethics Office and Department Internal Oversight Services (DIOS) Investigations Division to Prevent and Investigate Breaches of Neutrality.

Expected duration
11 Months with ability to extend up to 36 months, pending satisfactory performance evaliation and availability of fund.
Duties and Responsibilities
- Leads the development and update of policies, directives, guidelines, procedures, and other internal documents (e.g., pre-employment declarations, standard operating procedures, compact letters) on conflicts of interest, outside and political activities and other ethics related matters, to support the implementation of the EU-funded project on strengthening the Ethics Office to prevent breaches of neutrality; reviews and provides input on policies, standards, guidance, and practices relevant to supporting a culture of ethics and compliance. - Leads the roll out of the new Policy on Outside and Political Activities, including by contributing substantively to the centralization of the review and approval of outside and political activities requests, the development and launch of an Online System for Outside Activities, and the annual staff awareness campaign on their obligation to disclose their outside and political activities. In coordination with the Communications Consultant, leads the development of training modules, including a 3-year e-learning Ethics Refresher and a bystander training, and the drafting of outreach materials such as brochures, posters, and regular messages to all staff to increase awareness on ethical issues. - Contributes substantively to the development and roll out of a socialization campaign on the existing Policy on Protection against Retaliation. - In coordination with the Ethics Project Coordinator monitors and supports their implementation and dissemination of the policy and training project outputs across all five UNRWA fields of operation; regularly liaises with Field Offices to ensure that project deadlines are met. - Under the supervision of the Project Ethics Coordinator, and in coordination with the Training Officers, organizes and facilitates annual workshops and training for Field and Area Managers on ethics related topics. - Performs other duties as may be assigned by the supervisor.
Qualifications/special skills
Required Qualifications: - Advanced university degree (master’s or equivalent) from an accredited educational institution in law, international law, public administration, human resources management, behavioral sciences, with a focus on ethics or a related field. - At least seven years of progressively responsible and relevant experience in areas relevant to the management of ethics issues and integrity training, such as law, corporate compliance, employee relations and staff misconduct and investigation.Unless already serving as an international staff member in the UN Common System, do you have at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. - Excellent command of written and spoken English Desirable Qualifications: - Familiarity with the UN system, rules, regulations, and standards of conduct. - Experience working with the humanitarian principles in the United Nations. - Knowledge of Arabic. Languages
Excellent command of written and spoken English is required. Knowledge of Arabic is desirable.
Additional Information
The incumbent will be required to travel in the Agency’s area of operations.
