Functional Responsibilities

Under the direct supervision of the Construction Management Engineer, the Health, Safety, Social and Environmental (HSSE) Analyst will be responsible for:
1. HSSE Planning, Coordination, and Implementation
  • Prepare all HSSE documents under UNOPS requirements for review and authorization by the Construction Management Engineer and/or Project Manager,

  • Review HSSE management plans regularly and ensure these are up to date at all times.

  • Support risk assessments and oversee the implementation of effective preventative and corrective measures on HSSE for all project activities

  • Plan and conduct workplace inspections and support the Construction Management Engineer and/or Project Manager in follow-up with responsible personnel to ensure findings timeous closure.

  • Support the Construction Manager and/or Project Manager in raising awareness of HSSE issues among project staff, contractors, and other stakeholders.

  • Support in incident reporting for Construction Management Engineer and/or Project Manager's, investigation, follow-up and closure of all HSSE incidents and action items.

  • Develop monthly HSSE reporting and analyse leading indicators to enable informed decision-making.

2. HSSE Monitoring and Reporting
  • Conduct regular field inspection and monitoring visits to the project sites to identify possible areas/issues of non-conformity and their timeous closure. (e.g. unsafe work at heights and in excavations),

  • Organise regular HSSE meetings with both contractor and UNOPS project leadership.

3. HSSE Compliance
  • Support the Construction Management Engineer and/or Project Manager in ensuring full compliance with all UNOPS HSSE requirements throughout the project lifecycle

4. Support in ensuring the availability and implementation of the following safeguard compliance during the construction period:
  • No negative environmental impact during the construction

  • No involuntary resettlement during the construction

  • Ensure that the construction activities have no negative effect to the Indigenous People

  • Apply pollution prevention and control technologies and practices consistent with international good practices as reflected in internationally recognized standards.

  • Provide workers with safe and healthy working conditions and prevent accidents, injuries, and disease. Establish preventive and emergency preparedness and response measures to avoid, and where avoidance is not possible, to minimize adverse impacts and risks to the health and safety of local communities.

  • Ensure the implementation of the Grievance Redress Mechanism

  • Ensure the availability and implementation of (a) infection and control Plan including HIV/AIDS, and (b) maternal and child health Plan.

5. Knowledge Management & Innovation:
  • Contribute to identifying Risks, Lessons Learned and Issues and enter relevant information in OneUNOPS project following the Supervisor’s approval;

  • Contribute to knowledge networks and communities of practice by synthesizing lessons learnt and dissemination of best practices; 

  • Contribute with feedback, ideas, and internal knowledge about processes and best practices.

Education/Experience/Language requirements

Education:
  • A first-level University degree (Bachelor's or equivalent) in health and safety management, natural science, engineering or other relevant fields is required.

  • Advanced university degree (Master’s degree or equivalent) may substitute some of the years of experience required for this role.


Experience:
  • Minimum of two (2) years of experience in Health, Safety, Social and Environmental (HSSE) management is required
  • Minimum of one (1) year in managing and implementing projects related health and safety matters is required;
  • Experience in Health and Safety risk assessments, inspections, incident investigation, and training facilitation is required.

  • Experience with third party certification audits for Health & Safety and Environment Management is an asset.

  • Experience of working at UN agencies or other international Humanitarian/ Development organizations is distinctive asset.

  • High proficiency with computers, and other software/ platforms related to the position's field of expertise is desirable.

  • Experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is an asset.

  • Experience in the construction industry/environment set-up is an asset.

Language Requirements:
  • Fluency in both written and spoken English is required.
