Background

The Support Programme for Ukraine (SPU) has been established in order to continue to support the Ukrainian Government’s reform efforts and to mitigate the increased risks to civilians caused by the war against the country. The objective of SPU - and therefore of all its projects - is to support Ukraine across all three OSCE dimensions on the government’s reform efforts and on the evolving risks to civilians caused by the war, thus ensuring that the OSCE’s work conducted over the past three decades and in the future, continues to impact positively on the institutions and people of Ukraine and that Ukraine’s comprehensive security is enhanced in line with OSCE commitments.

Human Resources unit functions within Department of Human Resources and aims to ensure that the OSCE staff rules and regulations are enforced in line with the regulatory framework. The Senior Human Resources Assistant delivers client-oriented and accurate support and administration of human resources processes and activities and coordinates recruitments, outreach and social media activities to promote the OSCE as an employer of choice. 

This post is financed from the Extra Budgetary SPU project under the OSCE Conflict Prevention Centre (CPC) at the Secretariat (SEC). The SPU is planned to run until 31 July 2025. The post is subject to the availability of funds, as well as an extension of the project duration.

Tasks and Responsibilities

Under the direct supervision of the Associate Human Resources Officer, the incumbent performs the following duties:

  1. Co-ordinates and supports the entire range of recruitment activities for the Programme, ensuring service-oriented client communication, delegating tasks to the Human Resources Assistant and maintaining an overview of the workload; proposing adjustments and improvements to portfolio administration and recruitment methodology/workflow.
  2. Drafts, edits, updates, uploads, circulates and closes vacancy notices; updates and maintains Taleo records of candidates throughout the recruitment cycle; pre-screens and long lists candidates; assists selection boards, which includes but is not limited to administering tests and/or other screening and assessment exercises, participating in selection boards, participating as a secretary to the board and preparing draft selection reports; conducting references and educational credentials checks, liaising with candidates and providing feedback, if required.
  3. Co-ordinates administration of the rosters for specialized expertise, including for temporary assistance.
  4. Administers on-boarding, separation programme and performance management process.
  5. Serves as a Learning and Development Focal point and administers learning and development activities.
  6. Manages monthly payroll administration and reporting in a timely and accurate manner, contractual arrangements and entitlements of the recruited staff.
  7. Co-ordinates the work of the Human Resources Assistant and replaces the Associate Human Resources Officer during his/her absences, as required.

Necessary Qualifications

  • Completed secondary education
  • Specialized training in human resources and/or administration
  • Minimum six (6) years of relevant work experience in the field of human resources and/or administration/recruitment, part of which should preferably have been in an international environment
  • Proven planning, communication and interpersonal skills
  • Computer literate with practical experience in Microsoft Office
  • Ability to work with people of different nationalities, religions and cultural backgrounds
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Excellent oral and written communication skills in English and Ukrainian

Remuneration Package

Monthly remuneration, subject to social security deduction, is USD 1,954 as per the relevant OSCE salary scale; the salary payment is effected in EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
