Currently, UNDP’s Gender Equality Portfolio is comprised of four parallel projects working on political leadership of women, strengthening gender equality in the public administration system of Armenia, economic empowerment of women, innovative pubic services and crisis response and other. Projects are implemented in strong synergy and coordination with one another, as well as with projects in other portfolios of UNDP, building on the ongoing activities, relying on the cadre of women and youth already capacitated form previous projects and joining forces to upscale number of support schemes countrywide. UNDP enjoys broad partnerships among national, regional and local governments, donor and international community, civil society organizations, media and other. 
UN Women funded “Women’s Economic Empowerment in the South Caucasus” project aims to ensure that women, particularly the poor and socially excluded, particularly those from Shirak and Gegharkunik regions are economically empowered and participate in relevant decision-making. Implemented in partnership with RA Ministry of Territorial Administration and Infrastructure, the project aims to contribute to the following three outcomes: (i) women, particularly the poor and socially excluded, use skills, economic opportunities and relevant information to be self-employed and/or to join the formal labour sector in Armenia (grass-roots level); (ii) government and public institutions develop and deliver gender-responsive programmes, public services, strategies and plans for women’s economic empowerment in Armenia (institutional level). 
Since January 2024 UNDP implements “Resilience for All” project with the financial support of Norwegian Ministry of Foreign Affairs. The overall objective of the initiative is enhancing resilience of refugees and host communities across Armenia by [i] supporting emergency response and stabilization and [ii] sustaining core government functions and services. In line with the principle ‘resilience from the start’, the major focus of the action will be on solutions benefitting both refugees and host communities.
“Platform#5: Accelerating economic opportunities for women in Armenia” project funded by ADA has the overarching objective of the project is to provide better economic and career opportunities for vulnerable women in agriculture, unemployed women, and mid-career professionals at the local level. This will help them to lead productive professional life, build sustainable livelihoods, improve their families’ well-being, and contribute to the development of their communities.
UK GGF funded “Women in Politics, Public Administration and Civil Society” project contributes to stronger systems and mechanisms to ensure equal opportunities and rights of women and men to participate in decision-making processes at local and national levels. The Objectives/Strategic Focus Areas of the project are advancing women’s leadership and political participation in local decision-making via public or civic roles, strengthening the gender sensitivity and gender responsiveness of public administration system and gender mainstreaming in public institutions at national and local levels, and strengthening the role of civil society in setting agenda, contribution to decision-making and monitoring of governance processes on gender equality, women rights and women empowerment in Armenia.
The UNDP Gender Equality Portfolio (GE) is looking for a qualified Monitoring and Reporting (M&R) Associate to enhance project budget oversight, monitoring and evidence collection, and comprehensive project indicator reporting.
Under direct supervision of Gender Equality Portfolio Manager, the Monitoring and Reporting Associate will contribute to the monitoring of financial progress and indicators reporting of the portfolio projects by providing guidance and support to the project teams. 
 
Duties and Responsibilities

Monitoring and reporting:

  • Contribute to GE Portfolio's monitoring, inspection, and evaluation procedures and systems improvement for the Projects, subgrantees, and contractors.
  • In cooperation with the Projects' Analysts, design effective monitoring and reporting mechanisms for each project, including.
  • Collect and report relevant evidence to ensure the outputs are effective and meet projects' objectives.
  • Contribute to the corporate result reporting processes regularly.
  • Conduct training and coaching sessions for the projects' team members and partners on M&R procedures of the Gender Equality Portfolio and UNDP.
  • Support Project Analysts in reviewing and revising project indicators' collection and reporting.
  • Substantive support to Projects in preparation of the annual work plans, ensuring monitoring and implementation.
  • Support evaluation and audit processes by providing relevant data and information.
  • Contribute to the Gender Equality Portfolio in resource mobilization efforts; prepare budget proposals in line with UNDP and donor requirements.
  • Track and report on mobilized resources.
  • Provide inputs for the monitoring plan, risks matrix, costing, and sections of the proposal development.
  • Perform other duties assigned by the GE Portfolio Manager.

Financial/administrative oversight: 

  • Ensure compliance with all corporate rules of UNDP in the field of financial planning, reporting, and monitoring.
  • Monitor budget expenditures and maintain a proper record of approved project budgets and their revisions.
  • Oversight of projects' expenditures and revisions, ensuring alignment with the approved budgets.
  • Upon request, prepare and submit expenditure and program budget status reports, as well as other reports as required for budget/financial preparations and audit.
  • Verify and monitor the accuracy of e-requisitions in Quantum and advise the projects team on financial issues.
  • Assume overall responsibility for the coordination of project administrative matters.
  • Contribute to the projects' implementation and ensure conformity to expected results and work plans.
  • Monitor compliance with both UNDP and Donor standards, ensuring corresponding quality control.
  • Maintain records on all project suppliers (contract management, monitoring of deadlines, TORs, and reports) in accordance with accepted policies and procedures.
  • Lead the project and budgetary setup process in Quantum.
  • Undertake other financial/administrative tasks when required.

Knowledge building and sharing:

  • Provide support and sound contributions to knowledge networks and communities of practice.
  • Compile lessons learned and best practices.
  • Organize and deliver M&R training sessions for the GE Portfolio projects' personnel.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The M&R Associate will work under the direct supervision of the Gender Equality Portfolio Manager and in close cooperation with the portfolio projects’ teams.

Required Skills and Experience

 Education:
  • Secondary education is required.
  • A University degree (Bachelor's degree) in Social Sciences, Economics, Political Science, Business/Public Administration, or related field will be given due consideration but is not a requirement.
Experience:
  • Minimum of 7 years (with Secondary education) or 4 years (with Bachelor’s degree) of relevant progressively responsible administrative/management or programme experience is required at the national and/or international level.

Languages:

  • Fluency in English and Armenian is required.

Required skills:

  • Knowledge of monitoring and evaluation tools, including budget oversight.
  • Experience and knowledge of programme/project management processes is required.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
  • Excellent written and oral communication skills.

Desired skills:

  • Experience in preparation of financial reports and overviews will be an asset.
  • Experience with the usage of various systems analysis methods and tools will be an asset.
  • Experience in development of comprehensive and tailored indicators and knowledge products tracking tools  will be an asset.
  • Prior experience with the UN/UNDP  will be an asset.
  • Demonstrated ability to work effectively as part of a collaborative team will be an asset.
