What will you do in this position? 

The Security Officer will provide effective support to the WFP Ukraine Senior Security Officer and WFP security team in in the context of the humanitarian operations within WFP’s Response in Ukraine. The role will also enable the effective delivery of programs and maintain the security and safety of WFP personnel, activities, and facilities.

The Security Officer will independently analyze and contextualize complex security information that identifies impact on WFP operations and formulate recommendations for decision-making and programming.

The Security Officer reports directly to the Senior Programme Policy Officer (Agriculture Mine Action Project) and technically to the Senior Security Officer and will be based in Kharkiv, Ukraine, with assignments to other field offices within WFP Ukraine operation.

This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?

 

Ukraine has been embroiled in a full-scale conflict for the past two years, resulting in significant civilian casualties. In the Kharkiv oblast alone, 2,355 individuals have been killed, including 79 children. Approximately one-third of Ukraine's territory, covering up to 174,000 square kilometers, is under the threat of landmines and explosive remnants of war, putting over 6 million people at risk. Kharkiv city and its surrounding areas, due to the volatility of the ongoing conflict and their proximity to the Russian border, are subject to constant attacks from Russian Federation forces. The security situation is not expected to improve.

As a response to the mine contamination issue and to support humanitarian efforts, the World Food Programme will provide technical assistance, policy guidance, and capacity building to food system actors, aiming to restore livelihoods and revitalize rural communities affected by landmines and explosive remnants of war..

 

ACCOUNTABILITIES/RESPONSIBILITIES:

 

SECURITY RISK MANAGEMENT, PLANNING & ANALYSIS:

  • Undertake all relevant SRM processes in Kharkiv as required and advise the Senior Security Officer on their implementation and compliance
  • Undertake monitoring of situation and analyze information to identify emerging threats and provide recommendations and advice to the Senior Security Officer
  • Prepare analytical reports on security issues.
  • Provide analysis of programme sites for the mine action portfolio of WFP in Kharkiv and in other locations as needed.
  • Mainstream security considerations in mine action Programme plans and implementation.
  • Ensure that security measures are fully integrated into operational planning, including budgetary provisions at early stage of development.
  • Analyze and create assessments on security situation.
  • Advise WFP Senior Security Officer and Senior Programme Policy Officer (Agriculture Mine Action Project), about all security related matters, security policies and procedures.
  • Provide accurate and up-to-date assessments of the security situation as required and offer advice and recommendations on how to prevent and mitigate identified threats and risks.
  • Establish and maintain effective working exchanges and relationships with security officials of other UN agencies and organizations, government counterparts, partner security services, the United Nations Department of Safety and Security (UNDSS) office, and all appropriate security focal points, to ensure the acquisition of up-to-date security-related information beneficial to WFP's specific missions and individual offices.
  • Provide security training to UNSMS partners and NGO Partners as required
  • Conduct safety and security briefings for WFP staff deployed to and traveling within Ukraine, and coordinate all travel security relating to WFP operations, including assessments of transportation networks and medical evacuations.
  • Coordinate and assist in management of critical incidents in Kharkiv and post incident processes reporting to Senior Security Officer
  • Participate in security cell meetings

 

CRISIS MANAGEMENT

  • Report security matters with direct impacts on WFP operations immediately to Senior Programme Policy Officer (Agriculture Mine Action Project) and Senior Security Officer
  • In coordination with the Senior Security Officer , conduct preliminary inquiries into security breaches/incidents in Ukraine, working closely with local authorities to protect WFP staff, assets, and interests and implement appropriate corrective measures
  • Develop relevant contingency and emergency preparedness plans in the event of deteriorating security contexts and ensure plans are approved and understood by staff. To include response to emergencies and emergency communication processes in accordance with the country specific situation and security requirements

 

COMPLIANCE MONITORING

  • In coordination with the  Senior Security Officer, review and monitor compliance with Security Risk Management Measures (SRMM) and Residential Security Measures (RSM), actively participating in security meetings and providing guidance on security issues.
  • Develop, implement, and test office-specific security plans and compliance in coordination with the Senior Security Officer.

 

DELIVERABLES AT THE END OF THE CONTRACT:

Efficiently support work of the Kharkiv Satellite Office and CO Security Unit to always ensure security coverage. Assist in building a network of external stakeholders and alliances in order to promote and advance the work of the Kharkiv Office. Proposes new approaches and ideas and establish agreed systems, reporting and cooperation routines. Maintain an appropriate response to change security context.

Education: Advanced University Degree in security management, Law Enforcement, Criminology, International Relations, or a related field, or First University Degree with additional years of related work experience and/or coursework/trainings.

 

Experience:

Minimum 3 years of relevant postgraduate experience in Security Risk Management. Additional experience is an asset. Military and/or police experience is a strong asset.

 

The candidate should possess:

 

  • Relevant professional experience working in security management, security risk management, desirably at an international level.
  • Previous experience in UN Missions, International Peacekeeping or Emergency Missions is desirable
  • Experience in planning and execution of security measures in UN agencies or organizations is highly desirable.
  • Previous experience in dealing with law enforcement agencies is an advantage.
  • Experience working in hardship duty stations.

 

Language: Fluency (Level C) written and spoken in English is essential. Working knowledge of Ukrainian and/or Russian language is desirable.
