Description

Country Development Support Engineer in the Capability and Country Support Division, Industrial Policy and Auditing Department, Directorate of Commercialisation, Industry and Competitiveness.

The work of the Division involves helping to develop the space capabilities and competences of entities in PECS, Associate Members, new Member States and those Member States with whom we have an MS STD RPA agreement. The work focuses on the development of recurring products and services (both upstream and downstream) that are niche, are of potential use and interest to ESA optional programmes and/or have a clear commercial path.

Duties

Your tasks and responsibilities will include:

  • providing support to the initiatives of the Polish RPA schemes;
  • being the focal point, or assisting the focal point, for one or more other “new” Member States (NMS), Associate Members (AM) or European Cooperating States (ECS) and their relevant funding schemes;
  • aiding in performing the analysis, studies and surveys of Polish capabilities and priorities as necessary to support the relevant delegation decision processes;
  • supporting and encouraging Polish and other NMS/AM participation in ESA optional programmes;
  • assisting in the establishment and encouragement of international cooperation between entities in Poland, NMS, AM and other ESA Member States;
  • maintaining awareness of the Agency's product policy, programmes and needs;
  • assisting in the evaluation, selection, initiation, management and monitoring of Polish MS STD RPA and other activities in line with the Agency's processes (TEB, negotiations, reviews, etc.);
  • assisting with participation in the European Technology Harmonisation process to support the interests of Polish and other NMS/AM/ECS capabilities as needed;
  • supporting ESA training initiatives in Poland and other NMS/AM/ECS capabilities as needed.

Your work will involve addressing several application and technology areas and numerous interfaces with staff across all ESA directorates and within Poland and NMS/ECS/AM entities.

Technical competencies

Knowledge of the ESA institutional framework, policies and/or programmes (technology, science, launchers, human space exploration and/or applications)
Knowledge of the European and international space sector (institutional, commercial and/or industrial)
Good experience with Excel and/or Power BI
Knowledge and experience of downstream application development
Knowledge and experience of space hardware/subsystem development in structures, avionics, propulsion or power systems

Education

A master's degree in any relevant engineering or science domain is required for this post.

Additional requirements

You should also have:

  • knowledge of space programmes, including those of ESA;
  • experience of ESA’s internal processes;
  • excellent written and oral communication skills in English;
  • very good relationship management skills;
  • at least five years of relevant experience.

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.
