1. Project Background

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow—infrastructure with sustainability at its core. We began operations in Beijing in January 2016 and have since grown to 109 approved members worldwide. We are capitalized up to USD100 billion and Triple-A-rated by the major international credit rating agencies. Working with partners, AIIB meets clients’ needs by unlocking new capital and investing in infrastructure that is green, technology-enabled and promotes regional connectivity. As part of the Vice Presidency, Policy and Strategy, the Operational Partnership Department (OPD) is responsible for managing and coordinating the operational partnerships between AIIB and relevant multilateral organizations, fora and stakeholders, administering the Bank’s Special Fund resources including performing the role of Implementing Partner of selected partnership facilities, as well as managing the Bank’s engagement with regional co-ordination mechanisms, with the objective of building relationships that can mobilize additional effort and resources for AIIB’s investment operations. The Institutional Engagement and Cooperation (IE&C) Team under the OPD is in charge of leading overall relationship management and strategic alignment with sovereign and non-sovereign partners through a range of partnership instruments, engagement with key global and regional fora, and originating and managing technical partnerships with a focus on supporting the Bank’s operations under its thematic priorities. AIIB is implementing a joint three-year program between the Association of Southeast Asian Nations (ASEAN) Secretariat and the Multilateral Cooperation Center for Development Finance (MCDF) that will enhance the capacity of the ten ASEAN Member States to prepare bankable cross-border connectivity (CBC) infrastructure projects through technical advisory and training. This program is in conjunction with the updating of the Initial Rolling Priority Pipeline of ASEAN Infrastructure Projects (Rolling Priority Pipeline) under the Master Plan on ASEAN Connectivity (MPAC 2025). The program will also contribute to AIIB’s pipeline development in the ASEAN region by identifying potential investment opportunities at the early stages, and providing dedicated upstream technical assistance for the development of high-quality project concepts focusing on CBC projects, in line with standards of international financial institutions and AIIB’s thematic priorities.

2. Objectives of the Assignment

The OPD IE&C Team is seeking a partnership consultant to provide content and coordination support to implement the joint program, including both broad-based and project-specific capacity building activities, updating of the Rolling Priority Pipeline, and the provision of early project preparation (pre-concept) support, in close cooperation with the ASEAN Secretariat and MCDF.

3. Scope of Services

Under the overall supervision of a Senior Officer / Officer in IE&C Team, the Partnership Consultant will have the following responsibilities: • Support content development and coordination in specific activities to be organized for ASEAN Member States (AMS) in the context of supporting the ASEAN Connectivity agenda. • Contribute towards the design, development and implementation of upstream engagement with AMS, in particular on initiatives that aims to contribute to the development of a pipeline in the CBC sectors. • Provide research input and co-ordination support for AIIB’s on-going engagement with selected bilateral and multilateral development institutions in the context of implementing a joint program with the ASEAN Secretariat and MCDF. • Support coordination and follow-up between OPD and relevant departments within the Bank for carrying out the aforementioned tasks.

4. Consultancy Output / Deliverables

- Capacity building activities (biannual training and workshops) in cooperation with the ASEAN Secretariat and MCDF - Supporting ASEAN's work on the updating of its rolling pipeline. - Showcase events on the sidelines of AIIB's Annual Meetings. - Identifying cross-border connectivity projects which can benefit from project-specific capacity building and pre-concept paper support. - Bi-weekly check-in with the hiring manager.

5. Implementation Arrangement

Not necessary required to work at the Bank's headquarters. The consultant is expected to work in Beijing time zone.

6. Support to the Consultant by the Bank

The hiring team will provide all the relevant documents and background information which may be necessary to execute the required tasks. The hiring team will also facilitate the Consultant's business contacts with relevant internal and external stakeholders including the ASEAN Secretariat, MCDF, and ASEAN Member States. The Consultant will be given necessary administrative support.

Qualification Requirement

• Minimum bachelor’s degree in finance, business, economics, international relations, public policy, or related fields from a reputable university. • Minimum four (4) years of relevant working experience in development finance or partnerships and demonstrated understanding of development issues, particularly in AIIB’s member countries in the ASEAN region. • Previous consulting or internship experience with multilateral or bilateral institutions, AIIB’s member countries or regional cooperation initiatives, including preparing and implementing high-level meetings or dialogues, would be advantageous. • Knowledge of international discussions on infrastructure finance and/or regional cooperation in the context of cross-border connectivity sectors would be advantageous. • Excellent proficiency of professional writing and speaking of English. Should be comfortable to communicate and work in an international and culturally-diverse environment. • Effective interpersonal and organizational abilities. Ability to think independently while working under supervision. • Strong presentation skills including computer skills in MS Office and ability to deliver high-quality products under time pressure.
