National Transport and Building Management Officer, (NP2)

Tasks and Responsibilities:

Under the direct supervision of the Chief of General Service division, the incumbent will be performing the following transport and building maintenance related function:

  1.    Transport related functions:

a)    In co-ordination with the Chief of General Services, the incumbent will be evaluating procedures and implementing policies and schedules to provide economical, efficient and safe transport of staff and equipment. Is also responsible for assisting in the  provision of efficient fleet maintenance/management and driving guidelines based on OSCE established policies and regulations thus ensuring the effective use of all transport resources in order to fulfil the transportation needs of the Mission;

b)    Acting as focal point and system administrator for the Fleet Wave system. The incumbent also acts as Administrator for reporting within Fleet Wave corporate system to OIO and other budgetary and financial units;

c)    Reviewing reports on traffic accidents submitted by drivers and users of OSCE vehicles and reviews cases for submission to the appropriate board and/or the Disciplinary Board;

d)    Supervising adherence to the maintenance schedule for all vehicles within the OMiK fleet, defining standard specifications for repair and maintenance of vehicles ensuring compliance with the provisions of the maintenance contracts, other contracts, verifying the invoices, and making sure that they reflect the services provided. Providing monthly statistics on actual repair costs for decision making by the management;

e)    Reviewing and submitting technical reports, updated statistics and other information required by the Secretariat or Mission Management and other Executive Structures where required;

f)    Developing, adapting and implementing procedures for maximizing the fleet management such as, fuel consumption control, vehicle allocation etc;

g)    Planning, scheduling and supervising or holding group/individual briefings on: driving theory, OSCE policy for driving and the use of vehicles; providing authorised drivers testing and is responsible for issuing of OSCE driving permits.

2.    Building maintenance related functions:

a)    Supervising the work of Facilities/Maintenance Unit and Electrical/Generator Unit. The incumbent will co-ordinate the planning, design, maintenance, construction and renovation projects on behalf of the Mission and certifies the technical acceptance in accordance with the conditions of contracts cost estimates for budget proposals;

b)    Scheduling projects for simultaneous implementation, taking into account manpower, material and equipment available (resource levelling) thereby ensuring that specifications are adhered to and do not exceed the contracted amounts (unit pricing) as specified in the contract;

c)    Organizing assessments of buildings and ensuring that office space standards and building services provided comply with EU requirements and guidelines within OSCE established policies and regulations thus ensuring the effective use of the Mission estate;

d)    Responsible for the management, maintenance and repair of technical installations, i.e. heating, main power, transformers, internal electrical distribution systems and secondary generated electrical power;

e)    Establishing and reviewing concepts for office space allocation at all facilities within the Mission estate based on an inventory of available floor space, size of rooms and number of occupants; drafting office layouts in accordance with accepted norms;

f)    Reviewing requests for relocation of offices; inspecting offices to ensure that within existing constraints the optimum working environment is available to staff members;

g)    Monitoring metering devices installed to all utility devices in the Mission’s buildings and overseeing the BMS Technical Clerks in each of the buildings and Regional Centers who monitor the utilities provided;

3.    Performing other related duties as required.

Necessary Qualifications:

  • University degree in Economical sciences, Management, Business Administration Logistics or an Engineering discipline.
  • Minimum 4 years of professional experience in, transport/logistics/Building management preferably acquired in an international organization or mission environment.
  • Computer literate: with practical experience with Microsoft applications, computer assisted design (CAD) and various Fleet Management Systems.
  • Excellent written and oral communication skills in English and local languages.
  • Holding a valid driving license.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.


Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,835.17 Euro/month. Social benefits will include participation in the OSCE Group Insurance Plan (Health, Life, Accidental Disability and Temporary Incapacity Insurance) and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
