Context

By mid-October 2023, 101,848 ethnic Armenians, including 30,000 children, fled to Armenia following the escalation of hostilities in their region of origin. At the beginning of October 2023, the Armenia Country Office has launched a Humanitarian Action for Children appeal for 12 M USD to respond to the needs of the population affected by the displacement. UNICEF is implementing activities in Education, Child Protection, Social Protection, WASH, and Health and Nutrition sectors. Furthermore, UNICEF is leading the Education, Cash, and Child Protection inter-agency Working Groups to ensure effective coordination of the implementation of the Armenia Refugee Response Plan October 2023 – March 2024. As of mid-February 2024, over fifty percent of the necessary funds for addressing the needs of the affected population have been secured, significantly intensifying the burden of donor reporting within strict timeframes. Monitoring of the implementation and reporting requires dedicated efforts to coordinate, collect, quality assure and process relevant data from implementing partners. For this purpose, UNICEF is actively seeking to hire a Planning and Monitoring Assistant to support the Country Office team by carrying out a range of programme support functions to help develop, implement and monitor the country programme and humanitarian response, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations. The Planning and Monitoring Assistant will work in close collaboration with programme and operations sections of UNICEF, external partners, and agency counterparts in support of programme design and delivery. S/He will provide regular feedback on the status of projects through monitoring milestones and advises on improvements to keep activities on track.

Task description

• Support Planning and Monitoring Officer in organizing and delivering trainings and workshops for UNICEF’s staff and implementing partners (IP). • Monitor timely and quality reporting by IPs. Provide assistance and technical support to IPs on reporting through available platforms on UNICEF humanitarian response for refugee children. • Support Programme teams in development of programme cooperation agreements (PCAs) and Programme Documents (PD). • Support in monitoring the status of spot checks, programmatic and field monitoring visits. • Support the Planning and Monitoring Officer in researching, compiling, and analysing qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the Programme sections to facilitate programme delivery as well as preparation of donor reports, working papers and presentations. • Prepare monitoring and reporting information, briefers, and presentation on key performance indicators to drive more efficient management and accountability for results. • Regularly monitor budgets expenditures and open commitments within donor-funded grants, prepare summary tables, keeping supervisor informed and advised on actions for decision and/or follow up.
