Purpose of consultancy

To contribute to the implementation of the SCORE assessment round 2 and related activities to strengthen the SCORE for health data technical package.

Background

The Department of Data and Analytics (DNA), Division of Data, Analytics and Delivery for Impact (DDI) is preparing for the second SCORE global assessment that will be implemented in 2024-2025. The data from the second round will be used to assess the progress of the capacity of national health information systems in countries since 2018, when the last SCORE assessment was conducted. The findings will also assist countries in prioritizing key areas to improve their HIS and mobilizing resources to support the country’s efforts.

A global review of the 2018 SCORE assessment process was conducted in quarter 1, 2023.
Feedback and comments were collected from country, regional, and partner stakeholders to improve the SCORE assessment process, the assessment instrument, and other key technical documents. A group of subject matter experts has been invited to assist the WHO in updating the SCORE assessment instrument. A consultation workshop was conducted in December 2023 to collectively review and finalize the SCORE assessment instrument as well as procedures to test the instrument, including engagement with countries for the next round.

A plan of work has been established at global and regional levels to conduct the SCORE global assessment in 2024.

Deliverables

  • Deliverable 1: The final draft of the revised SCORE instrument including questionnaires, protocol and metadata. To facilitate the process with WHO technical focal points at HQ, regional offices, and partners.
    • Finalise the questionnaires for the SCORE assessment 2, ensuring consistency and comprehensiveness.
    • Finalise the metadata for the SCORE assessment instrument including methodology for calculation of maturity.
    • Facilitate the testing of the instrument during the pilot phase.
  • Deliverable 2: The SCORE assessment data collection online platform is operational.
    • Define the process for the SCORE data collection online platform, including user access.
    • Based on WHO data system requirements, select the relevant online tool and customization of the tool for data collection and validation.
    • Identify data sources and prepopulate the online platform.
    • Develop a data analysis plan and specification of reports for the Country portal.
    • Monitor and support the data collection and validation process.
  • Deliverable 3: The SCORE assessment instrument, including an online data collection platform, is piloted.
    • Conduct the pilot of the SCORE assessment, especially testing of the data collection tool and questionnaire.
    • Update/improve the data collection platform as necessary based on the outcome of the test.
    • Consolidate final inputs for the instrument, methodology and operational guidance for the assessment.
  • Deliverable 4: The SCORE global assessment 2 is conducted.
    To facilitate the data collection process to ensure the completeness and timeliness of the report.
    • Organize regular meetings with relevant stakeholders to monitor the reporting process and address issues occurring during data collection.
    • Work with the data portal focal point and regional teams to facilitate the data validation process.
    • Document and prepare recommendations for the revision and updates of the SCORE-related documents.
  • Deliverable 5: Management of the overall SCORE assessment work plan.
    • Maintain and update the SCORE work plan.
    • Coordinate with different teams/stakeholders for action, implementation, and follow-up.
    • Monitor the progress of the implementation with the SCORE team, related teams in HQ, and regional teams.
    • Track and report the implementation process.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced degree in public health, demography, epidemiology, or a related field.

Experience:

Essential:

  • Over 10 years of experience in health information system assessment and data analysis.
  • Experience with the use of SCORE for health technical package.
  • Strong proven experience in stakeholder engagement including working with international agencies preferably in the health data field.
  • Strong proven experience in data-related work at the country level, especially on data analysis, and data use.
  • Proven experience in managing multi-partner/multi-country projects, including administrative, financial, and strategic management.
  • International experience.

Desirable:

  • Experience in the country’s health information systems assessment and follow-up.

Skills:

  • Demonstrated ability to work in a cross-cultural environment.
  • Excellent communications skills both written and oral, and effective presentation and report-writing skills.
  • Ability to work independently in multi-disciplinary and multi-cultural settings.
  • Proficient in the use of MS Office suite, Stata, SAS, or R.
  • Demonstrated understanding of health information systems under the SCORE overall framework and its potential use for the country’s health information systems strengthening.

Languages required:

Essential:

  • Expert knowledge of English.

Desirable:

  • Expert knowledge of French.

Location

Off site: Home-based.

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level C - USD 10,000 - 12,500 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:

1-11 months depending on the tasks and availability of funds.
