UNDP contributes to public health and development partnerships through collaborations with the Global Fund to Fight AIDS, Tuberculosis and Malaria (the ‘Global Fund’), Roll Back Malaria, Stop TB Partnerships, and special programmes on human reproduction and infectious diseases that disproportionately affect poor populations. As part of its wider engagement with the United Nations, the Global Fund has partnered with UNDP since 2003 to ensure that grants are implemented, and services are delivered in countries facing complex challenges. The partnership focuses on three closely linked areas of work: implementation support, capacity development, and policy engagement.

For implementation support UNDP serves as an interim Principal Recipient (PR) (currently in 25 countries) in a variety of settings including countries that face capacity constraints, complex emergencies, poor governance environments, political upheaval, or donor sanctions. It does so upon request by the Global Fund and/or the Country Coordinating Mechanism (CCM) and when no national entity is able to assume the role at the time. UNDP’s role as PR is an interim arrangement until national entities can assume full responsibility for implementation and the capacity of national partners (Government and CSOs) is also strengthened to ensure long-term sustainability of health outcomes.

The Pacific Islands Regional Multi-Country Coordinating Mechanism (PIRMCCM) has entrusted the United Nations Development Programme (UNDP) to serve as the Principal Recipient for GC7 grant cycle from the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund). The three-year (2024- 2026) grant cycle aims to strengthen national responses to HIV and tuberculosis (TB) in the Western Pacific region.

The Multi-Country Western Pacific Integrated HIV/TB Programme supports national and regional efforts across 12 Pacific islands countries (PICs): Cook Islands, Fiji, Federal State of Micronesia, Kiribati, Republic of the Marshall Islands, Nauru, Niue, Palau, Samoa, Tonga, Tuvalu and Vanuatu to scale up and improve the delivery of human immunodeficiency virus (HIV) and tuberculosis (TB) prevention, treatment, care and support services, with special attention to key and vulnerable population groups, and to mitigate against the emerging emergency health risks.

The programme objective is to:

  • strengthen comprehensiveness and quality of HIV prevention, treatment and care service-delivery models with a view to programmatic sustainability.
  • provide early rapid and quality diagnosis of TB, DR-TB and comorbidities with specific focus on hard to reach, vulnerable groups across 12 Pacific Island countries.
  • sustain high quality treatment for all forms of TB including drug-resistant TB and HIV-related TB with patient support; and 4) build up the resilience of healthcare systems, including community systems, to deliver integrated people-centered models of HIV and TB care.

Under the guidance and direct supervision of the Project Manager the Project Analyst in Fiji is responsible for supporting the management of the UNDP Global Fund Multi-Country Integrated Programme on HIV/TB in the assigned countries. He/she is responsible for ensuring timely and efficient implementation of Programme activities in line with the approved work plan and budget and signed sub-recipient agreements. The Project Analyst will ensure monitoring of activities implemented by the sub-recipients. He/she will represent the Programme at the assigned level and liaise with relevant stakeholders and technical partners. Furthermore, he/she will support the UNDP strategy to strengthen the technical and management capacity of the national institutions in the assigned countries.

The Project Analyst works in close collaboration with the Programme PMU, UNDP Sub-Recipients (SRs) in the assigned countries, UN Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to ensure the successful implementation of the Global Fund Multi-Country Western Pacific Programme

Duties and Responsibilities:

Coordinate effective project planning and implementation.

  • Assist in the project planning process and monitors a fully costed workplan and SR Agreement, are prepared based on the sound capacity assessments and in accordance with the UNDP POPP/PPM Guidelines and monitors the Global Fund milestones and indicators. 
  • Coordinate / manage the day-to-day activities of the assigned portfolio and the overall implementation process, including planning and monitoring in order to optimize the use of resources and to ensure the successful achievement of project objectives and results specified in project document. Provide subject matter technical advice and support and ensure outputs are delivered on time, within the set budget and specified constraints, and to high-quality standards.
  • Facilitate establishment of interactive and inclusive platforms for project implementation and collaborate with other programme units and project teams to ensure integration of critical development issues in the project activities and expected project outputs. 
  • Ensure implementation activities are in alignment with UNDP policy and programme management procedures and all project interventions integrate a gender equality perspective/gender equality mainstreaming to the extent local context allows.
  • Assumes the operational management of the Global Fund multi-country programme in the assigned portfolio – plan, initiate and manage project activities in accordance with UNDP and Global Fund rules and procedures. 

Establish partnerships and open channels of communication.

  • Develop and maintain strong relationships and strategic linkages with implementing and development partners, government officials, businesses, NGOs, other national stakeholders, and beneficiaries to support key objectives and ensure inclusive implementation and participation of key stakeholders in assigned portfolio.
  • Develop and maintain stakeholder mapping and analysis to identify stakeholder challenges/needs and how best to leverage their participation and/or strengthen their engagement. Prepare substantive briefs on possible areas of cooperation and opportunities for joint initiatives. Make recommendations to the management team on activities with potential for scale-up, replicability and synergies.
  • Provide technical support to the implementing partners and act as a liaison between UNDP and the partners. 
  • Support resource mobilization efforts and project development.

Monitor and report on progress in implementing project activities and achieving the targets set.

  • Review the programmatic and financial results of the assigned portfolio. 
  • Monitor implementation and progress in achieving goals and targets in accordance with the established quality criteria and UNDP rules, regulations, and standards. Identify, analyze, and take adequate measures to manage emerging issues, problems, and risks. Conduct monitoring visits to portfolio countries.
  • Liaise with the Finance team to ensure administrative requirements, budgets and use of financial resources are managed and executed in a timely and appropriate manner and within UNDP and donor rules and regulations.
  • Support in corporate, donor and government reports in line with the reporting schedule and UNDP and donor requirements.
  • Provides support to the Monitoring and Evaluation Analyst to monitor, review and follow up on the SR performance and assist in the preparation of reports and provide feedback to the sub-recipients.

Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s).

  • Support in organizing training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia.
  • Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.
  • Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues. Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDP’s engagement in this area. 
  • Promote advocacy on development trends and opportunities to collaborate in coordination with the project partners, stakeholders, and UNDP communications staff.

Required Skills and Experience:

Education:
  • Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field is required, or 
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in providing management advisory services, and/or hands-on experience in design, monitoring and evaluation of development projects. 
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages. 
  • Knowledge and experience in relevant thematic area
  • Good networking abilities and partnership development
  • Demonstrated relevant experience working in the field of HIV/TB and/or Health (other communicable diseases)
  • Good analytical skills and ability to interpret complex socio-cultural backgrounds as well as quickly obtain an overview of a variety of activities and approaches.
