Overview

Jhpiego seeks a Procurement Manager to provide support to the program operations of the USAID Systems to End Malaria Burden Through Meaningful Engagement -II (SEMBE II) Project in Cameroon.  The Procurement Manager is responsible for providing procurement support to the Jhpiego Cameroon country office. This includes developing, establishing and implementing procurement operational systems as per Jhpiego procurement policies and ensuring that the procurement systems are regularly reviewed and updated to ensure optimal functioning of the procurement section. The Procurement Manager will liaise with local vendors and the Baltimore office for procurement of goods and will be required to conduct procurement within donor requirements e.g. obtaining prior approvals, source and origin requirements, etc. S/he will work closely with the Finance and Administration Director, Chief of Party, Project Directors and other staff to ensure timely procurement and will proactively identify gaps and make suggestions for improvement.

Responsibilities

  • Develop, establish and/or implement standard procurement operational as per Jhpiego’s Procurement manual and ensure that all procurements are conducted in a fair and competitive manner while ensuring good quality and most competitive prices.
  • Strategically plan for and manage procurement, inventory, distribution, and transportation processes; keep track of quality, quantity, stock levels, delivery times, transport costs, and efficiency
  • Arrange and plan out the warehouse, catalogue goods, process receipts and shipments and plan transport routes,
  • Meet cost, productivity, accuracy, and timeliness targets in line with project work plan and budget
  • Responsible for coordinating with Baltimore staff on procurement approvals, shipments, clearing and deliveries to the office
  • Prepare VAT exemption forms for items shipped internationally and locally
  • Ensure timely procurement based on purchase requests received from stores and regular updates to project directors and other office staff
  • Coordinate with program managers for procurement projections.  Solicit regular input from Jhpiego staff to improve quality of goods and services and timeliness of procurement
  • Negotiate and maintain contracts with suppliers in conjunction with contracts/finance
  • Conduct annual review for common goods and services and lead the prequalification and preferred vendors process; conduct regular reviews of preferred vendors and adjust as necessary.  Establish preferred vendors for Jhpiego based on competitive tendering process in conjunction with selection committee, Baltimore office and Finance department as required
  • Review basis for vendor selection, LPO’s and procurement records on a regular basis.  Ensure that all procurement records are well document and correctly filed.
  • Mentor and train procurement officers in Jhpiego procurement policies and procedures
  • Responsible for tagging, cataloging and maintaining inventory of Jhpiego owned/managed assets country wide in accordance with Jhpiego’s global management policy.
  • Assume other responsibilities, as assigned.

Required Qualifications

  • University degree in and post graduate diploma in Supply Chain management or related field
  • MBA will be an added advantage
  • Minimum 5 years working experience of which 3 years should be in similar/senior position
  • Must be a member of a procurement organization
  • A broad variety of administrative, office management and computer skills
  • Experience in managing teams and supervising multi cultural staff.
  • Be self motivated, proactive and have a positive attitude to work requiring minimum supervision.
  • Excellent organizational skills including the ability to handle a variety of assignments sometimes under pressure of deadlines.
  • Be cooperative, hardworking, flexible & dependable.
  • Ability to communicate effectively, instilling trust and confidence.
  • Excellent interpersonal and communication skills.
  • Be of high integrity and have a sense of confidentiality
  • Be willing to take on extra responsibilities in order to achieve the goals/objectives set by the organization
