Jhpiego seeks an Sr Advisor  – Monitoring, Evaluation Research & Learning (MERL)  based in New Delhi, to provide technical oversight and strategic direction primarily for Research and Learning Activities with additional responsibilities of monitoring & evaluation, activities, frameworks, plans and indicators to capture project performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all programs in close partnership and oversight of Program leads focused on Maternal and Child Health domain.   This position reports to the Country Lead – Learning for Action and Data Science. 

Responsibilities

Leadership and Strategy:

  • Supporting the development and implementation of the MERL strategy, with a special focus on Organizational Research Strategy and Capacity building.
  • Driving the research strategy by identifying key research priorities and methodologies.
  • Representing the Jhpiego MERL team in public forums, meetings, and conferences.
  • Providing MERL inputs in business development and strategic planning.
  • Participating in project strategy development and implementation, ensuring alignment with project goals.
  • Collaborate with global Jhpiego MERL on joint initiatives.

Research and Learning:

  • Developing and driving the research strategy by identifying key research priorities, implementing research, and partnerships, especially in MNCH, Cancer, etc., domain areas.
  • Working with program leads to develop scientific manuscripts, abstracts, and data presentations for national and international conferences.
  • Documenting key findings and lessons learned for advocacy purposes.
  • Designing program-specific studies, survey tools, and evaluation strategies.
  • Designing and implementing various types of research methods, such as implementation research, case-control studies, randomized controlled studies, etc.
  • Conducting secondary research, systematic review and metanalysis
  • Conducting targeted evaluations and operations research, including design, data collection, management, and analysis.
  • Working experience on the Institutional Review Boards, and Data Compliances.

Monitoring and Evaluation:

  • Overseeing data management processes, including collection, storage, analysis, and reporting in MNCH projects.
  • Ensuring data entry into JADE, Jhpiego's performance management system.
  • Developing and implementing Performance Monitoring Plans (PMPs) to capture project performance and results.
  • Having experience of working with MEL plans of USAID, Gates Foundation, etc
  • Ensuring timely data collection and reporting to donors.
  • Coordinating monitoring and evaluation efforts, documenting results, and providing feedback to stakeholders.

Team Management:

  • Supervising MERL professionals and managing staff activities.
  • Coordinating MERL capacity-building activities with project and facility staff.
  • Facilitating the ethical review process for ongoing research activities.
  • Reviewing and providing input on program reports prior to submission to stakeholders and donors.
  • Facilitating sharing of project information and performance reports with field staff.

Capacity Building and Training:

  • Collaborating with program teams to ensure alignment with program goals and objectives, adhering to India's state and national health guidelines.
  • Supporting the development and implementation of MERL activities, fostering collaboration with partners.
  • Ensuring compliance with Institutional Review Board policies and regulations. Ensure that all staff are aware of Johns Hopkins Institutional Review Board (IRB) policies and data compliance regulations when they are involved in research activities.
  • Ensuring data quality through standardized collection mechanisms and routine audits.
  • Providing technical advice and support at the design stage of programs to facilitate monitoring during implementation.

Required Qualifications

  • Masters in epidemiology, statistics, population studies, public health, community medicine or relevant field
  • Minimum 10 + years of relevant professional experience working with international health program/ organization especially in the field of Monitoring and Evaluation activities, and at least 5 years in a managerial position.
  • Proven expertise in quantitative and qualitative data collection and analyses methodologies and operations research, health management information systems, data quality assessments, reporting and presentation.
  • M&E experience in family planning, maternal and newborn health, and human resources for health
  • Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policymakers.
  • Understanding of Global Health and development approaches with willingness to learn the technical side of program implementation.
  • Familiarity with the Indian health system, key stakeholders, and relevant government policies/strategies particularly Ministry of Health and Family Welfare (MoHFW), National Health Mission and State Health Societies.
