Overview

Jhpiego seeks a Regional Manager to provide support to project Leadership to ensure strong Strategic and program operations of the USAID Systems to End Malaria Burden Through Meaningful Engagement -II (SEMBE II) Project in Cameroon. The program will 1) strengthen malaria prevention and case management activities at health facilities and community level, 2) build management capacity of the district and regional level to provide oversight/supervision of malaria interventions, 3) improve data reporting, analysis, and use for decision-making by strengthening the HMIS. The program will operate over a five-year period in North region of Cameroon.

The Regional Manager will work closely with the CoP, the Technical Director, the Monitoring, Evaluation and Learning Senior Advisor as well the Finance and Administration Director on the oversight of day-to-day implementation, reporting and monitoring of the Project, The Regional Manager will play a “liaison” role in ensuring that the project is implemented in accordance with the award terms and Jhpiego’ s project management professional standards of practices and will lead the project office in Garoua.

Location: Garoua, Cameroon - This position is subject to Cameroon labor law and practices and is not eligible for international assignment work conditions . 

 

Responsibilities

Overall Management

  • Oversee project implementation in the North Region, with a strong focus on mobilizing relevant partners in project regions and districts to advance project activities
  • Support the organization of regular coordination meetings with relevant stakeholders
  • Translate the project workplan to field officer-level activities with clear implementation guidance and monitoring systems;
  • Ensure field officers have a strong understanding of overall project
  • Lead and assist the field officers to successfully implement project activities within budget and on schedule
  • Work closely with Finance & Administration Director and the Technical Director to identify and hire technical advisors/consultants as needed to carry out workplan activities
  • Ensure project operations are in alignment with organizational policy and procedures
  • Escalate issues to Technical Director and COP as appropriate

Program Management

  • Manage work of Garoua office staff members and consultants in coordination with other staff
  • In collaboration with the Technical Director, provide oversight for activities in the region in Lab and SBC.
  • Support CoP and Technical Director with workplan and budget development (and modifications as needed) and with conducting program reviews
  • Work with finance and program staff to monitor activity implementation, manage project operations, and track project spending
  • Provide timely updates and progress reports (including targets vs. achievements) to CoP and Technical Director
  • Proactively identify programmatic issues and develop and implement solutions in program supported areas
  • In collaboration with Monitoring, Evaluation and Learning Senior Advisor, monitor program implementation with a well-established monitoring and learning system, including conducting field visits and using dashboards to assess progress and carry out due diligence
  • Provide support to the Monitoring, Evaluation and Learning Senior Advisor for project progress reports development
  • Work closely with the Technical Team (TA & Consortium Technical staffs, Regional Staffs) on setting program priorities and directions, and responding to requests for support from local counterparts
  • Contribute to the analysis, synthesis, and reporting of project outcomes and results
  • Maintain functional and close collaboration with the Technical Director to ensure that the technical content used for the activities’ implementation are up to date and that the field officers have the necessary technical support for activities implementation

External Engagement

  • Build and maintain productive relationships with relevant stakeholders at the regional and district levels, including other local non-governmental organizations and donors, including cultivating private sector partnerships
  • Lead the Garoua office in ensuring that consortium members deliver high quality activities according to their scope of work
  • Represent the project and Jhpiego Cameroon interests in public and professional circles, as needed, through meetings, conferences, and presentations

Internal Communication

  • Organize regular coordination meetings with field team and consortium partners
  • Participate in regular calls with Baltimore-based program and finance staff

Required Qualifications

  • Advanced degree in public health, Nurse, health administration, medical doctor or related field
  • A minimum of 8 years of mid- to senior-level experience implementing and managing complex donor-funded public health programs
  • Experience working on health promotion and working with regions, districts and health facilities in the Northern region of Cameroon
  • Experience working in malaria and strong knowledge of the technical area. Clinical experience in Maternal health is a plus.
  • Experience and skills in monitoring and evaluation is a plus
  • Experience leading a team
  • Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment
  • Demonstrated ability to conceptualize and implement efficient and effective program management and reporting processes and systems
  • Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform
  • Excellent written and oral presentation skills, including report writing and dissemination
  • Written and oral fluency in English and French

Ability to travel within Cameroon and internationally
