Programme Specialist - Labour Mobility

The Migration Partnership Facility (MPF), a European Union (EU) funded initiative supporting the external dimension of EU migration policy that is implemented by ICMPD, aims to strengthen dialogue and cooperation on migration and mobility between Member States and priority partner countries outside the EU with a particular focus on Talent Partnership countries in the case of labour mobility.  The Programme Specialist Labour Mobility is responsible for technical and analytical inputs across the programme's portfolio, including research and analysis, policy development and dialogue, technical assistance and capacity development, and knowledge management activities including involvement in the ICMPD internal Labour Mobility Community of Practice (CoP) as it evolves. S/he proactively monitors, analyses and interprets trends, new practices, innovative methodologies and policy developments, engages in thematic debates and represents the MPF and ICMPD at relevant events and expert groups at the European and global levels, and cultivates working-level contacts and networks across key stakeholder groups in the field of labour mobility.  S/he works closely with the MPF Senior Project Manager, Knowledge Management & Communications Specialist, MEL Specialist and the Grants Team.   S/he monitors and guides the work of an Associate Project Officer.

Key Results

Thematic Expertise Contribution: Findings and developments in labour mobility monitored, interpreted and translated into analytical and policy outputs for internal and external dissemination. Lessons learned, analytical and policy-relevant results assessed and shared internally and externally for advancing innovation and knowledge (see here for some relevant examples). Thematic or cross-cutting inputs to relevant policy debates, processes and events conceptualised, produced and delivered. Thematic expertise provided in support of research projects and analytical activities. Expertise and advisory inputs provided in the field of labour mobility.

Capacity Development and Technical Assistance Activities: Policy findings assessed and analysed, lessons learned identified and translated into practices, innovation and institutional knowledge, and findings disseminated across internal and external stakeholder groups, through initiatives such as the EU Labour Mobility Practitioners Network and other channels. Capacity development and technical assistance needs of stakeholders assessed, and activities implemented according to the work plan. Capacity development tools developed, including materials for training workshops, and training sessions delivered. Content and scope for meetings, workshops and other activities designed and formulated, and participants and experts identified. Deliverables defined, formulated and produced according to the highest analytical and professional standards.

Stakeholder Engagement: Working level networks cultivated and partnerships in the field of labour mobility strengthened. Opportunities proactively identified to participate in relevant discussions and meetings to promote the work of the MPF and to disseminate findings. Regular and open collaboration and consultations undertaken with internal stakeholders across the organisation.  Targeted liaison with key stakeholders in DG HOME, DG NEAR, DG INTPA and EEAS to exchange information and ensure alignment with EU priorities.  Management of the EU Labour Mobility Practitioners Network (EU LMPN) including agenda setting, outreach to network members and implementation of online and in-person events.

Portfolio Development: Thematic support for the development and formulation of new concepts/project proposals provided. Innovative ideas, lessons learnt and policy and programmatic recommendations in the field of skills and labour mobility translated into the formulation of new projects and initiatives. Advisory support provided to EU Member States and other actors interested to prepare a concept under the MPF Call for Proposals.
