Org. Setting and Reporting
This position is located in the Organizational Development Section (ODS), Strategic Talent Management Service (STMS), Global Strategy and Policy Division (GSPD), Office of Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC). The incumbent reports directly to a Staff Development Officer. ODS is responsible for designing approaches to build a working environment that embraces the widest possible spectrum of diversity and provides an enabling and gender-sensitive workplace. It also builds a culture of engagement, leadership, accountability and result orientation, based on the organizational values and competencies. With this organization-wide mandate, ODS plays a key role in implementing a wide-breadth of strategic action plan recommendations proposed to shift the culture, policies, accountability mechanism, and practices of the UN Secretariat to address racism and racial discrimination and augment racial diversity and inclusion.
Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties: • Manages the development of the new Organizational-wide Learning Content Management System (LCMS) - one-stop-shop online learning platform allowing to create, manage, host and track learning content, and administer users. Implements technical changes to the system through liaising with technical counterparts and overseeing their progress, coordinate the rollout of the solution across the Organization to all Secretariat entities, produces reports on learning, monitor the implementation of the enterprise LCMS solution. • Coordinate the implementation of online Mandatory Learning Programmes with relevant entities to meet the evolving needs of the Organization. • Implements the latest learning methodologies to design and deliver learning tools and programmes, which include self-paced online learning, social learning, blended programmes, and other online tools. • Assesses learning needs in the Organization and designs, develops, and implements learning programmes for staff on cross-cutting topics in consultation with learning colleagues and external vendors. • Manages the activities of the Online Learning Advisory Services, a service that provides guidance to divisional colleagues and other departments and duty stations on best practices in technology-based learning solutions, online and blended learning programmes. • Contributes to change management initiatives such as the Gender Parity Strategy, United Nations Disability and Inclusion Strategy and the Mobility Framework and their impact on learning and career support programmes; • Prepares special reports and participates and/or leads special staff development projects. • Keeps abreast of developments in various areas of human resources.

Education
Advanced university degree (Master's degree or equivalent) in human resources management, education, instructional design and methodology, organizational psychology, business or public administration, social sciences, or related area is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Job - Specific Qualification
Certification in project management is desirable.
Work Experience
A minimum of five (5) years of progressively responsible experience in learning and development, programme management, or human resources management is required. Experience in design and delivery of training especially in an online environment is required. Experience in managing projects is required. Experience in data analytics and reporting is required. Experience in developing and administering Learning Management Systems is desirable. Experience in instructional design, including designing, developing, and evaluating learning programmes using a variety of learning methodologies (including online, social, face-to-face and blended learning) and applying good andragogical practices is desirable. Experience in technical writing, including project specifications, guides, toolkits, and similar is desirable. Experience in using online learning authoring software (e.g., Articulate Storyline) is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
