Overview of position

Need Statement:

Access to drinking water, sanitation and hygiene is the basic human rights. Unfortunately, Afghans still have a long way to go and get access to this right. Over 31% of the population don’t have access to basic drinking water (MICS 2023). Under 5 child mortality stands at 50/1,000 live birth (NHS 2017). Ministry of Rural Rehabilitation & Development along with its sector partner has put all its efforts to attain the SDGs for WASH by provision of WASH services, coordination, policy development and implementation of the WASH projects. UNICEF as one of the main technical and financial partners for the WASH sector has remained the core partner to MRRD, MoPH MoE, MEW, and other sector stakeholders. UNICEF has been backing up the Rural Water Supply and Sanitation programme of MRRD to continue service delivery under any circumstances.  

The extender and the team have gained several years of experience in finance and implementing HACT modality with UNICEF WASH.

Water Supply Unit of Ru-Watsip is the backbone of the program and gained several years’ experience in project life cycle, designing and implementing small, medium, and large projects at the rural communities, schools, and clinics throughout the country. The project manager will oversee UNICEF funded programme at MRRD. The PM is responsible for coordination and day to day follow up with UNICEF and all provincial PRRDs. The PM is to implement yearly work plan in line with UNICEF and Afghanistan national priorities.  The PM is to report on regular basis to UNICEF WASH Section. 

The PM will ensure proper utilization of UNICEF resources. The incumbent will work closely with finance, admin, and other relevant departments to ensure proper coordination. The PM is responsible to plan activities based on needs and equity. The PM is to ensure all the assessments, designs, contracts, and monitoring processes are in line with UNICEF and sector standards.

Objective: 

Provide overall support to UNICEF funded projects of MRRD, ensure timely planning and implementation of projects.

1. Relevant government ministries at national and sub-national levels have increased capacity and commitment to manage equitable and sustainable WASH programmes

Role objectives
1.Water Supply Projects Planned and Implemented in timely manner
2.Alert UNICEF and leadership in the MRRD on any delays in technical review of BOQ and contract issuance to CDC and MOU for NGOs.
3.The technical and financial issues coordinated and communicated challenges/problems solved.
4.The progress reports shared on monthly basis
5.Water supply projects BoQs and designs reviewed.
6.Yearly planning for RWS projects undertook.
7.Need-based projects prioritized and agreements on future planning took.
8.Keep track of shelf of projects and share at appropriate forum for utilization of such projects for fast tracking of implementation of such projects 
9.Record of quality assurance of key components of water supply system construction ( solar panels/solar pumps/pipes) are organized centrally and available for  any reference 
10.Provide technical guidance to technical extenders for strengthen O&M of new water system created
11.Share quarterly report on progress of projects of UNICEF supported projects and also that of all partners with analysis highlighting key lessons and recommendations for improvement.
12.With the line ministries in joint planning, implementation and monitoring of WASH facilities coordinated.
13.With WASH in Institution and Sanitation teams of UNICEF collaborated.
14.UNICEF financed WASH projects ensured not to be duplicated with MRRD programmes, NGOs, and others.
15.Monitoring teams organized for effective supervision, monitoring and reporting.
16.It is assured that projects follow Sector policies and strategies.

Key competencies



Required qualifications and experience:
•A bachelor or higher-level degree in water supply, civil engineering, engineering,; person with master’s degree in civil engineering, project management will be given priority 
•A minimum of 10 years’ experience in project management, planning, design, and implementation of WASH projects.
•Experience in reviewing of water supply projects’ document, especially BoQs and design.
•Expertise in Solar powered water systems design and implementation 
•Experience of managing/supervising water supply projects
•Computer skills including MS Office and WASH related software. 
•Expert level skills in below software: CAD, Water GEMS, solar software.
•Good English speaking and writing skills, fluency in Dari and Pashto
•Management skills of project and programme 
•Knowledge of national and international standards and codes of water supply systems.
•Advanced knowledge of technical survey and assessment, hydrogeological assessments, groundwater, and related areas. 
•Knowledge of climate change impacts and resilience strategies
•Experience of leading and managing water supply projects.
