The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Functional Application Manager (FAM) has a solid knowledge of, the business processes, practices, information, and, data needs of the métier. S/he is accountable for translating them into adequate Information/Data systems and for ensuring their relevance over time to support those evolving requirements. S/he is in charge of the evolution of the systems (maintenance) in production. S/he also leads métier professionals in the adequate use of the tools (L3) and collaborates closely with the Business Process Owner (BPO) in order to continuously identify how the tools can support the processes. 

Accountabilities & Functional responsibilities

Development and evolution

  • Is responsible for initiating, leading, and accompanying discussions on changes based on business processes, best practices, data needs and quality requirements.
  • Plan the evolution of the Platform and ensure business requirements are met
  • Analyses and documents the maintenance requests. Adapts the documentation in accordance to the new evolutions.
  • Ensures the system is compliant with rules for referential data and is adequately interfaced. Also ensures compliance with established internal and external needs and regulations.
  • Supports and contributes to the definition of best practices, definition of standards, templates.
  • Contributes to the definition of the overall testing strategy for the maintenance including documentation of acceptance criteria and functional test cases. Executes testing (functional and/or UAT).
  • Contribute to project processes, preparing required documentation and providing inputs for the selection process.

Maintenance and support

  • Be the product expert for and responsible for addressing issues escalated from L2, such as bugs, technical configurations.
  • Be responsible for application maintenance and adapt documentation accordingly.
  • Manage tools and their indicators through updates and evolutions
  • Provide the roadmap for enhancements, in line with the vision of the department. 
  • Is responsible for the definition of the testing strategy for the maintenance, including documentation of acceptance criteria and functional test cases; execute testing.
  • Coordinate L2 staff and analyze and resolve requests and incidents at L3.
  • Provide data and produce reports upon demand.
  • Brief new colleagues on the applications

Professional Experience required / Certifications / Education required

  • Bachelor’s or master’s degree in information management systems, Engineering, Technical science or related field
  • 6 to 9 years of professional experience in application, information, data.
  • Experience in a CRM, Datawarehouse and BI, ideally Microsoft Dynamics, Power BI and Tableau
  • Proven experience in the use, deployment, or training on information systems
  • Experience in participating or in leading projects. – waterfall and agile (project management certification Prince 2, PMI) is an asset
  • Experience in Business Analysis.
  • Good command in written and spoken English and French; Spanish is a strong asset.
