Organizational Setting


The main aim of a FAO country offices, which are headed by a FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The position is located in Bata, Equatorial Guinea. It specially supports the implementation of the FAO project “Enhancing Equatorial Guinea’s institutional and technical capacity in the agriculture, forestry and other land-use sector for enhanced transparency under the Paris Agreement”.


Reporting Lines

The International consultant on forest data analyst and forest inventory specialist works under the overall guidance of the FAO Representative and the technical supervision of the Forestry Officer, Lead Technical Officer of the project based at the FAO Sub Regional Office for Central Africa.

Technical Focus

In line with national priorities, the National Capacity Building for Increased Transparency (CBIT) project will strengthen institutional and technical capacities in the AFOLU sector to respond to the enhanced transparency requirements of the Paris Agreement. This objective will to be achieved through strengthening the capacity of national’s institutions dealing with forest inventory and forest data analysis and also to better integrate and plan activities related to transparency in the AFOLU sector. The project aims as well to generate quality forest inventory data to inform and support decisions making process that will improve the management of the forest and increase transparency in forest sector. It will also contribute to the development of a system or archiving and dissemination of documentation for the AFOLU sector, exchange of experiences and South-South cooperation.

All this will be supported by the development and strengthening of national capacities through training, many of them trough learning by doing, and the promotion of the participation of women, as well as institutionalization of the process for continued generation of consistent forest data and reports.

Tasks and responsibilities

In order to achieve this, an international consultant forest data analyst and forest inventory specialist will be recruited to perform the following tasks\:

• Provide technical and operational guidance to the project team and ensure timely delivery of project outputs related to forest inventory, forest data analyst and capacity building on the above thematic.
• Review forest inventory data gathered by national consultants and ensure compliance with technical quality standards and internal consistency of these data prior to their analysis.
• Conduct capacity building training for national staff of the Ministry of Forest and Environment not involved in the GEF project inventory activities on collecting and analyzing forest inventory data and on improving transparency for AFOLU reporting in Equatorial Guinea (only consultants).
• Conduct capacity building training for national staff of the Ministry of Forest and Environment on forest inventory data analysis, reporting and or MRV linking with reporting process under the UNFCCC that include the national communication, the biennial update report (BUR) for the AFOLU sector and REDD reporting (only consultants).
• Conduct capacity building of national institutions to assess and report emissions and removals in the AFOLU sector.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Forestry engineering or related sciences.
• At least five (05) years of relevant experience conducting forest inventories and forest data analysis.
• Working knowledge of Spanish, level C and English or French.
