CBM seeks to recruit Monitoring, Evaluation, Research &Learning Director based at the CBM Kenya Country Office. The position holder will provide overall strategic direction in the design, management, implementation, technical leadership and overall quality assurance for the USAID Jumuisha project. They will provide technical oversight, quality assurance of the project reports and develop necessary M&E systems and tools. Ensure monitoring of key deliverables, coordinates data collection. Communicates M&E strategy to all staff, provides advisory and technical guidance to managers and staff.


This position is only filled locally. With contractual conditions of the respective country. An expatriation is not intended.

These are your responsibilities

  • Design and oversee the implementation of the overall AMEL/MERL strategy and M&E plan to track program activities and results against targets.
  • Ensure the smooth operation of the MERL plan, support effective communication across project activities and timely execution of MERL-related deliverables.
  • Oversee the design and implementation of MEARL and adaptive learning data collection approaches, tools, quality assurance plans, and analysis.
  • Lead the design, contracting, and implementation of monitoring surveys, research, and evaluation activities including assurance of close coordination with USAID for the USAID implemented MERL activities such as baseline, mid-term and endline evaluation studies.
  • Lead overall project research efforts, including collaborating with local and regional partners to conduct implementation research to inform project practice and respond to context-specific evidence needs.
  • Work with technical teams, project staff, partners, and local stakeholders to develop appropriate indicators, assess the project’s progress, and use results to inform continual improvement of performance.
  • Supervise the design and implementation of the project’s MERL trainings for project partners.
  • Conduct process and result evaluation to address key disability mainstreaming systems issues and generate innovative ideas to test; facilitate learning activities like pause and reflect or feedback loops to learn and adapt implementation approaches based on findings.
  • Oversee development and quality of technical deliverables, including required reports.
  • Produce and present data analytics reports to clients and partners.
  • Represent the project in external forums to share and promote the learnings of project activities.
          Other
  • To comply with all safety and health procedures and requirements at CBM and, at all times ensure your own safety and health and that of other persons who may be affected by your acts or omissions at CBM;
  • Carry out your role-specific responsibility to safeguard children and adults at risk (as guided by CBM’s respective policies)
  • Ensure that all activities conducted within scope of work or as an employee with CBM comply with the IT and data protection principles

 

These are your qualifications

  • Bachelor’s degree in international development, evaluation research, statistics, data analytics, governance, or a related discipline required; master’s degree strongly preferred
  • Minimum 5 years of experience designing and implementing MERL strategies with a focus on governance or inclusion indicators for similar donor-funded programs in developing countries/Kenya
  • Technical expertise in program monitoring and evaluation using mixed methods, preferably with experience evaluating in innovative ways and evaluating program innovations.
  • Prior experience designing and conducting quantitative and qualitative research in relevant fields and contexts, and strong analytical skills (e.g. using statistics software, relational databases, and/or other software for analysis, visualization, and reporting).
  • Experience with systems thinking approaches and the use of systems aware measurement approaches.
  • Experience in utilizing digital solutions for data collection and analysis preferred.
  • Proven track record of developing and managing USAID-compliant MERL plans and past experience with adaptive learning approaches.
  • Experience working in a leadership role and engaging with a diverse set of stakeholders.
  • Strong communicator, excellent verbal communication and writing skills.
  • Demonstrated leadership, versatility, and integrity.
  • Understand english both oral and written communication skills is required, strong preference for proficiency in a second language (Kiswahili).
