POSITION SUMMARY

Under the supervision of the Country Representative, the Administrative Associate ensures consistent quality assurance of project and/or output delivery. S/he is responsible for maintaining and verifying project/output-level budget execution in line with GGGI policies and workplan budgets; setting up procurement plans; administering the hiring and onboarding process; managing contracts in compliance with GGGI policies, standard and donor requirements.

The position requests a minimum 3 years of professional experience having in-depth and comprehensive understanding of project management, accountancy, human resources management, procurement, information management, and knowledge management. Work experience with international organizations and/or in an English-speaking work environment will be an added value.

 
PURPOSE 

The Administrative Associate will be responsible for: 

  • Overseeing all aspects of finance, administration, human resources and logistics management.
  • Ensuring process integrity for program/project operation and delivery in compliance with institutional policies, standards, and donor requirements across budget execution, procurement, and HR process implementation and other operational functions.
  • Supporting the development and management of detailed budget execution plans and schedules in line with yearly work programs and budget lines.
  • Preparing financial reconciliation reports and ensuring all expenses are correctly and timely captured. 
  • Supporting the organization and implementation of projects activities including meetings & workshops, capacity building programs based on yearly/ biannual work programs and budget plans.
  • Administering and monitoring procurement plans and requisition procedures in line with projects implementation plans and funding agreements.

 

ENGAGEMENT 
  • Advise the team on the procedures, policies, and tools of all operational transactions for project or output delivery.
  • Collaborate with the Operations Enabling Units (OED) at HQ to incorporate global practices and guidelines into the country operations.
  • Identify issues and risks that will affect consistent program and delivery and report to the Project Manager(s).
  • Identify issues across projects and workstreams and advise project staff on remedial measures in order to maintain integrity of delivery.
  • Communicate program needs to service providers/suppliers and ensure that services/products are delivered in line with established agreements.

 

DELIVERY 
  • Develop and manage detailed budget execution plans and schedules in line with yearly work programs and budget lines.
  • Develop and monitor procurement plans and requisition procedures in line with yearly work programs and budget lines.
  • Support the development of project hiring plan and manage onboarding procedures based on approved headcount.
  • Place initial screening and controls on country office spending, procurement requests and contract issuance.
  • Verify data and ensure data entry and document consistency from spending and expenses of specific project/output management.
  • Maintain program filing system and safeguards of reporting/documentary quality to support reporting to donors and program stakeholders.
  • Consolidate financial documentation for projects and ensure accuracy of project financial reporting.

 

REQUIREMENTS 
QUALIFICATIONS 
  • B.A. degree or equivalent in business administration, finance, accounting, human resources, or other related field.
  • Certifications in accountancy, project management, human resources management, procurement, database management, information technology systems, knowledge management or communications are welcome.
  • Minimum 3 years of professional work experience relevant to this position.
  • Work experience working with an international organization, and/or in an English-speaking work environment will be an important advantage.
  • Advanced ability to communicate verbally and in writing in English, Russian, and Uzbek required. Additional language abilities in Karakalpak and/or Korean languages are welcome.

  • Demonstrate experience in at least 3 of the following areas: accountancy, project management, human resources management, procurement, database management, information technology systems, and knowledge management/communications.
  • Demonstrate strong organizational skills, time management, and multi-tasking Experience in policy analysis, project development, and implementation relevant to green growth sectors, ex. Sustainable Landscapes, Climate Smart Agriculture, Low Emissions, and NDC Enhancement.
  • Ability to perform in a demanding atmosphere and self-motivate to produce quality results on time.

ABOUT GGGI UZBEKISTAN

In 2021 GGGI signed a Memorandum of Understanding (MOU) with the State Committee for Ecology and Environment Protection of the Republic of Uzbekistan (now Ministry of Ecology, Environmental Protection, and Climate Change) in support of UN resolution A/RES/70.1, Transforming our world: the 2030 Agenda for Sustainable Development and Paris Climate Agreement. Both Parties agreed to cooperate in strengthening the national, sub-national, and local green growth planning, financing, and institutional frameworks; increasing green public and private investment flows; improving South-South Cooperation and evidence-based knowledge sharing; and advancing thought leadership for green growth in Uzbekistan.

In July 2021 GGGI Uzbekistan launched the “Green Rehabilitation Investment Project for Karakalpakstan Republic to address the impact of the Aral Sea Crisis (Aral Sea GRIP project).” Funded by Korea International Cooperation Agency (KOICA), it has assisted in introducing climate-resilient agribusiness models to communities of most disaster-affected districts to pursue disaster-resilient sustainable livelihoods and providing policy, financing, and investment frameworks to allow these to be scaled up. In February 2023, GGGI Uzbekistan joined hands with Agence Française de Développement (AFD) to implement the “Support for the realization of a pilot Strategic Environmental Assessment (SEA)” to identify sectorial policy/programs to be the SEA subject and support mainstreaming of the SEA approach in policy planning for sustainable tourism development.

The GGGI Uzbekistan Country Office is hosted by the Ministry of Ecology, Environmental Protection, and Climate Change (MEEPCC) in Tashkent, and has a field office in Nukus, embedded within the Ministry of Investment and Foreign Trade of the Republic of Karakalpakstan.
