Durable Solutions Associate

Organizational Setting and Work Relationships
The Durable Solutions Associate reports to a more senior Durable Solutions or Protection colleague.

The incumbent is relied upon to contribute to the implementation of a durable solutions strategy. S/he works closely with protection, programme and field staff, contributes to fostering an environment to enhance partnerships is a critical element of the work, as are activities designed to strengthen the involvement of refugee communities and their hosts in the design and implementation of solutions strategies.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Provide counselling to refugees and other persons of concern (POC) to identify the most appropriate durable solution and to enable them to make a well-informed decision.
- Interview candidates for voluntary repatriation and prepare documentation for their return, in line with Voluntary Repatriation SOPs.
- Interview and prepare Resettlement Referral Forms (RRF), in line with Resettlement SOPs.
- Interview candidates for local integration and prepare the appropriate documentation for onward submission to local authorities or partners, in line with Local Integration SOPs.
- Assist in updating the electronic database for resettlement, voluntary repatriation and local integration, in line with Standard Operating Procedures.
- Process documentation to ensure that POC receive the documents required for their durable solutions in a timely manner.
- Prepare statistical and ad-hoc reports to ensure accurate information is available and shared with relevant offices and partners.
- Interview and advise on the appropriate durable solution to be provided to POC.
- Prepare documents relating to durable solutions.
- Enter information into available database, in line with SOPs.
- Draft and submit reports relating to durable solutions.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate Profile

OPERATIONAL CONTEXT
The PeReHID Initiative for linking humanitarian assistance to shock-responsive social protection (SRSP) in Ukraine, a joint effort by the GoU, key donors, UN agencies and NGOs, aimed at operationalizing humanitarian MPCA and SRSP ‘nexus’ linkages in Ukraine by developing and implementing a strategy that unifies GoU, humanitarian, and development partners’ inputs towards a common vision at political and technical levels while ensuring accountability for results. The objectives of the PeReHID Initiative are to: (i) pave the way for the transition and partial absorption of humanitarian caseloads into a more shock-responsive social protection system; and (ii) bolster national systems and supporting the government’s agenda to reform the social protection system to make it more adequate, adaptive and shock responsive to the current context and ongoing crisis.

PURPOSE AND SCOPE OF THE ASSIGNMENT
The Social Protection Associate, under the supervision of the Senior Social Protection Officer and alongside TAF experts, will specifically contribute with expertise, guidance, and networking on the assessment and recommendations of humanitarian activities to be absorbed by the Ministry of Social Policy (MoSP). Specifically, the Social Protection Associate will work on the following tasks in order to achieve the objective of the transfer of selected humanitarian activities to the state social protection system:
• Facilitate the close collaboration with the humanitarian agencies currently implementing activities, the relevant clusters, and the MoSP, to create recommended measures which identify and prioritize the social service needs of the humanitarian beneficiary populations in 2025-2030.
o Analyze and chart which social services are currently included by the Ukrainian state social protection system, their eligibility criteria, and their appropriateness for shifting social care needs in the years to come.
o Map and analyse which humanitarian activities are not currently part of the state social protection system and prioritize those which will continue to be needed by the population despite the decrease of humanitarian agencies’ capacities.
o Identify humanitarian beneficiary populations in need of prioritized social services but which are not covered by the Ukrainian state social protection system and highlight those that should be transferred (if not already included).
o Contribute to the research and workplan creation for the necessary actions to lead to the absorption of new social services into state social protection (i.e. legislative, state social services strategy).
• Support liaisons with other agencies or agents contributing to MoSP policy, strategy, or developmental objectives so as to ensure coherence amongst other agencies’ recommendations.
• Support the MoSP to implement the recommended measures through social protection programme design adaptions for vulnerable and displaced populations, definition of referral methodologies and processes and accompanying action plans, and training of government staff, local actors, and the social workforce.
• Support the design of mutual referral processes and accompanying case management between humanitarian agencies and the MoSP for the humanitarian caseloads. Ensure coherence with other initiatives promoting referrals.

QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
• Relevant professional experience in government, UN, bi/multilateral donor agencies, development agency, civil society or private sector.
• Demonstrated experience with protection-related humanitarian activity implementation in the Ukrainian context (i.e. UN agency, international or national NGO, CSO).
• Demonstrated experience linking vulnerable persons to government social protection systems, and demonstrated knowledge and experience of applying protection approaches to government programmes.
• Demonstrated knowledge of the Ukraine social protection actors, operational agencies including the UN and of the humanitarian system, and how these articulate together, is highly desirable.
• Experience in advocacy to the government for legislative or policy reform is highly desirable.
• Good knowledge of UNHCR institutional and operational processes, UNHCR sector-specific policies and programming and UNHCR approaches on social protection, is desirable.
• High degree of strategic thinking, strong analytical and problem-solving skills, ability to synthesise information succinctly.
• Strong networking and communication skills across different types of government and non-government organizations.
• Ability to work independently and deliver high quality products under pressure.
• Excellent drafting skills in English with the ability to present information in a concise, coherent, and structured manner; native-equivalent Ukrainian/Russian language skills.
