Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections\:

•Nuclear Security of Materials Outside of Regulatory Control Section
•Nuclear Security of Materials and Facilities Section
•Information Management Section
•Programme Development and International Cooperation Section

The Nuclear Security of Materials and Facilities Section (MAFA) is responsible, upon request, to assist States for activities related to implementation of the CPPNM and its Amendment and the Code of Conduct on Safety and Security of Radioactive Sources, establishing and sustaining nuclear security systems and measures for nuclear material, other radioactive material, associated facilities and associated activities being under regulatory control. These activities include developing nuclear security guidance consistent with relevant binding and non-binding international instruments, as well as assisting Member States in implementing their effective nuclear security legislative and regulatory frameworks. The Section performs assessment and provides advice through the International Physical Protection Advisory Service and expert missions, assists human resource development, including education and training through international, regional and national training courses and workshops, develops methodologies and promotes dialogue and cooperation through consultancy meetings, Coordinated Research Projects and technical meetings, and assists security upgrades.

The Transport Security Unit is responsible for performing activities related to security of nuclear material and other radioactive material during international and domestic transport in integration and coordination of international instruments and IAEA guidance for the safe and secure transport of nuclear and other radioactive materials across all modes of transport, and contingency response to nuclear security events.

Main Purpose

Reporting to the Section Head, the Unit Head coordinates the design and delivery of programme activities related to transport security in accordance with the Nuclear Security Plan as approved by the Board of Governors. In close consultations with the Section Head, the Unit Head develops the programme of activities and works with a team of nuclear security officers to prioritize and implement these activities based on the programme and needs identified by States in Integrated Nuclear Security Support Plans.

Role

Under the overall guidance and leadership of the Section Head MAFA, the Unit Head is\: (1) an adviser to senior managers through programme planning, design and delivery of nuclear security activities in transport; (2) a team leader, providing guidance, assistance and supervision to the Unit’s staff; (3) a team member participating in projects related to nuclear security in transport; and (4) a scientific secretary overseeing the development of nuclear security guidance publications, technical reports, manuals, proceedings and other publications in the area of nuclear security in transport.

Functions / Key Results Expected

• Oversee the development of guidance on nuclear security in transport, within the IAEA Nuclear Security Series of publications.
• Develop work plans for activities to support Member States activities in transport security to improve their national nuclear security regimes.
• Provide technical expert assistance to Member States efforts to establish effective nuclear security in transport.
• Contribute to capacity building, including development of training materials and conduct of training, workshops, exercises and seminars related to Member States nuclear security in transport.
• Assist in the design and delivery of nuclear security activities related to security in transport identified in the Integrated Nuclear Security Sustainability Plans for individual Member States.
• Plan, organize, manage and evaluate the work of the team, continuously reviewing effectiveness, focusing on priorities and driving for excellence in line with the IAEA’s quality management and results-based programming approach.

Qualifications, Experience and Language skills

Bachelor's Degree - A first level university degree in engineering, science, security or other closely related field; with additional two years of relevant experience may be considered in lieu of the advanced university degree.

Master's Degree - An advanced university degree in engineering, science, security or other closely related field.

• Minimum of seven years of relevant professional experience in nuclear security activities in transport.
• Experience in leading small teams of technical staff.
• Experience in either the regulatory body or operator/carrier organization involved in security of nuclear and other radioactive material in transport an advantage.
• Experience in working on nuclear security activities with national and international organizations or institutes is desirable.
• Experience in developing guidance and training materials in the area of nuclear security.
• Fluency in written and spoken English essential. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $77326 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 43998, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
