Damnok Toek (DT) is a local Cambodian NGO whose mission is to provide protective services for children & youth, including those with disabilities, to mitigate the risk of harm or abuse. DT employs 110 staff and attends to 700 children daily, while 1,700 children and their families have access to their programs. DT’s senior management (Executive Leadership Team – ELT) is based in Phnom Penh and is composed of the Executive Director, the Head of Programs, and the Head of Finances and Fundraising. The projects are located in Poipet, Neak Loeung and Kep and lead by 3 Branch Directors.

Reporting to DT’s Board of Directors, the Executive Director oversees the developments and operations of our programs and staff in an efficient and strategic manner. This leader will not only understand the needs of vulnerable people and how to manage sustainable programs to assist them but will also have experience and interest in developing and implementing a successful fundraising plan with new income possibilities that align with DT’s mission and programmatic priorities.

Leadership and management

  • Work closely with DT’s Board and as part of the ELT assess and address key issues affecting the organization mainly in the areas of Fundraising, Finance, HR, Program, and Governance.
  • Oversee the daily operations of the organization, providing executive direction for program strategies and efficiencies, compliance, and quality assurance.
  • Enhance DT as an organic organisation, responding to the needs of the beneficiaries, based on cost-effective operational principles.
  • Build and lead an effective team that is dedicated to fulfilling the organization’s mission through highly successful programs, community engagement, and fundraising.
  • Facilitate a positive and collaborative working environment.

Strategic planning:

  • Create a strategic plan for achieving goals and objectives set in collaboration with the Board of Directors.
  • Accompany annual planning process in collaboration with Program and Finance teams.

Finance and Fundraising:

  • Develop an actionable plan for fundraising with the support of the Fundraising team.
  • Meet annual fundraising goals, in partnership with Board of Directors and the ELT, by securing financial support from foundations, corporations, individual donors, government, business, and other funding sources (social business).
  • In coordination with the Finance team, overseeing financial health and cashflow on a monthly basis and identify necessary actions in a timely manner.

Visibility and representation:

  • Increase the visibility of the organization in key networks and public scene by being one of the main spokesperson and the liaison with local media.
  • Represent the organization with the government and main international organisations and partners and engage in advocacy-related activities when necessary.
  • Oversee all external communications, including website, marketing collateral, newsletters, and social media.
  • Be the visible face of the organization and participate in external events to increase visibility, credibility and develop strategic partnerships to further increase community awareness and expand programs.

Human Resources:

  • Identify and address staffing requirements for efficient operations and maintain a strong work culture that attracts and retains people while driving the organization’s mission.
  • Ensure compliance with all national laws and local regulations.

Required qualifications and competencies

  • At least seven or more years of experience in senior management, preferably with nonprofit organizations in Cambodia.
  • Strong interest and experience in public relations, programs for vulnerable people, and fundraising.
  • Experience in Child Rights and/or programs focusing on children and young people with disabilities strongly desired.
  • Bachelor’s degree (or equivalent) in Social work, Public health, Business administration, Economy, and Communication-related studies.
  • Extensive experience in program management.
  • Experience in leadership for medium size organisation (50-100 staff).
  • Entrepreneurial mindset, with innovative approach.
  • Dynamic and charismatic team player.
  • Ability to work autonomously and to lead a big team also remotely.
  • Exceptional verbal and written communication skills in English and Khmer.

Important: according to Cambodian Law, the Executive Director of a local NGO must be a Cambodian national.
