Financial and Human Resources Specialist

As a Financial and Human Resources Specialist, your role will focus on:
-advising the Executive Director on all budgetary, administrative and human resources issues relevant to the management and further development of the Register;
-acting as Financial Officer for the operational and personnel appropriations, notably:
o preparing budgets and monitoring their execution, in particular ensuring accurate budget expenditure forecasts;
o providing reports in respect of all financial matters;
o ensuring compliance with the Council of Europe financial rules and regulations as well as any other specific instructions given by the Conference of Participants, the Register’s Executive Director or its Board;
o ensuring adequate and effective internal control, risk management and performance monitoring;
o ensuring that financial transactions are properly coded and recorded in the financial information system;
o ensuring appropriations are used economically, efficiently and effectively;
o supervising the payments to suppliers; reimbursement of travel and subsistence expenses;
-dealing with all financial, budgetary and administrative aspects related to projects financed by extra-budgetary resources;
-responding to internal/external audit observations;
-handling human resources matters in liaison with the Executive Director, the Directorate of Human Resources and other relevant counterparts, especially all aspects of recruitment procedures, communication with staff, implementation of HR policies and programmes, training, supervision of staff leave and absences;
-ensuring direct supervision of staff dealing with accounting, budgetary and human resources matters as required; coordinating and controlling general administrative tasks;
-identifying, analysing and formulating suitable solutions for financial, administrative and human resources problems;
-working in close contact with others to ensure co-ordination of activities; disseminating appropriate information to all those concerned;
-reporting to the hierarchy on the status and progress of activities and if problems occur;
-determining the need for setting up, communicating and monitoring the implementation of internal procedures, adjusting them where needed;
-organising and supervising the administrative processes related to the management of the Register’s office, including handling the relationship with the Dutch authorities;
-carrying out other work-related duties as required.
