1.       Project Coordination and Management

v  Coordinate the effective and timely implementation and monitoring of project activities, and the provision of support and supervision of health project staff.

v  Responsible for the planning, Implementation, monitoring, reporting and evaluation of the project

v  Oversee the implementation of the health programme ensuring quality control

v  Ensure compliance of the criteria of assistance and timelines for social assistance to beneficiaries, in accordance with JRS Standard Operating Procedures (SOPs)

v  Ensure the timely identification and determination of clients who meet the criteria for the health department

v  Prepare monthly performance/progress report with timely identification of issues affecting the project’s performance with suggestions for remedial action.

v  Prepare and submit annual project proposals; monthly; quarterly; yearly and any other reports as deemed necessary within a time frame agreed by JRS and its donors

v  Develop operational and work plans which reflect agreed expectations and objectives

v  Facilitate referrals to health institutions and other partner NGOs for medical and specialized psychological/mental health services

v  Organize workshops on addressing the social and physical health needs of sick and terminally ill refugees and asylum seekers

v  Identify challenges and issues and concerns that require immediate response and resolve referrals and complaints of beneficiaries/clients with the Provincial Department of Health and District hospitals and Local clinics.

v  Conducting home-visits (Supervise and ensure that home visits are conducted as per agreed work plans and patient prioritization)

v  Maintain close working relations and attend meetings with JRS’s partner agencies, as well as with other international humanitarian/development organizations

2.       Monitoring & Evaluation (M&E)

v  Develop M & E tools in consultation with the Country Programmes Officer

v  Develop and implement a good, user friendly working case management system (Database) that is accompanied by a working filing system

v  Review and evaluate the quality of health information data from Community Health Workers (CHWs). Monitor accuracy of data, appropriateness of Individual treatment Plan, impact & quality on health outcomes and timeliness of reporting

v  Collect data and/or conduct surveys on all areas of health program activities for evaluation of program effectiveness

v  Ensure that project activities are monitored on a continuous basis, whereby corrective actions & clear recommendations are based on monitoring outcomes.

v  Undertake needs assessments and design new interventions as appropriate in collaboration with the Programmes Officer.

3.       Budgeting

v  Regularly monitor project income and expenditure in conjunction with the Finance Coordinator

v  As the primary budget holder for the health project, verify requisitions and ensure that requests are in accordance with the approved budget and project objectives, then providing authorization if all is in order

v  In collaboration with the health team, review and analyse expenditure reports (Budget vs Actual Report, monthly) and take necessary steps to ensure proper management and efficient utilization of budgets, so as to ensure 100% of annual budget lines are spent by end of current financial year.

v  Account for JRS assets and interests and safeguard from loss arising from fraud, waste, weak administration, and poor value for money

 

4.       Staff Management

v  Provide on the job feedback and take immediate corrective measures to ensure efficiency of staff in support of the achievement of project goals.

v  Coordinate with other stakeholders to ensure that all health staff and volunteers adhere to JRS organizational policies

v  Ensure enough, qualified, and appropriate staff and volunteers are in place to support and implement the health project.

v  Assist in recruitment, placement and management of personnel and volunteers associated with health project.

v  Support staff to identify areas for development and jointly plan capacity building opportunities

v  Appraise performance of personnel in the health department

v  Convene monthly meetings with health staff to ensure common understanding of progress against indicators and update on current policies and developments in health

v  Manage and approve all leave/sick / family responsibility leave forms for health staff taking into consideration program operational needs at any given time.

v  Monitor leave due to staff, monitor the use of sick leave, family responsibility and study leave to ensure non-abuse thereof.

5.       General

v  Organize all logistics processes, including purchasing, warehousing, communications, and transport, as well as the related administrative procedures, for JRS operations

v  Any other duty as delegated by the Supervisor.
