Overview

Jhpiego seeks a Monitoring & Evaluation (M&E) Director to work closely with the Country Director and the Technical Advisors to support the monitoring and evaluation of the upcoming USAID-funded Sustaining Epidemic Control through Unified Prevention in Lesotho (SECURE) project in Lesotho.

The project aims to close gaps to reach and sustain HIV epidemic control through unified approaches to prevention and strengthened community systems.  The project will improve uptake of combination HIV prevention services, improve effective coverage of non-discriminatory, person-centered, integrated services, and bolster resilient community systems that sustain quality HIV prevention services. The project will operate over a 5-year period.

The M&E Director reports to the Country Director and provides technical leadership, oversight and strategic direction for monitoring and evaluation activities and advises on program evaluation.

This position is contingent upon award from USAID. Lesotho nationals are strongly encouraged to apply.

Responsibilities

  • M&E Leadership: Provide leadership and direction to the M&E, technical and program teams to ensure that the SECURE project achieves stated goals, objectives and targets. Coordinate all M&E capacity-building activities with project staff, implementing partners and facility staff. Supervise a team of M&E professionals across all project activities and oversee their professional development to address project and capacity gaps
  • Strategic M&E Planning: Develop and execute a comprehensive M&E plan aligned with project objective and provide M&E technical support to improve the uptake of combination HIV prevention services (VMMC, PrEP, HTS, PEP, ART) for key-populations. That includes inputs on workplans and indicator frameworks, support for data management and reporting.
  • Provide technical oversight and expertise on using data for strategic decision making and problem solving.
  • Quality Assurance and Compliance: Work closely with technical teams in implementing continuous quality improvement (CQI) initiatives for the SECURE project.  Ensure the adherence to Jhpiego's quality assurance standards, donor requirements, and ethical guidelines in all M&E activities, promoting a culture of data quality, transparency, and accountability.
  • Engagement with stakeholders: Provide input and be actively engaged with the MOH, partners and other stakeholders on strengthening national systems for monitoring HIV, care and treatment and prevention programs, especially targeting key and priority populations.
  • Capacity Development: Coordinate all M&E capacity-building activities with project staff, implementing partners and facility staff. Provide technical assistance, training, and mentorship to health facilities in the application of HIV M&E tools, recording and reporting, aggregation, visualization, and use of data.
  • Data Collection and Management: Oversee data management process and systems including data cleaning, data quality assurance and analysis of program data. Provide support to the informatics team to ensure high quality systems are in place and are used.
  • Data dissemination: Oversee data entry into donor funded and HQ data managements systems such as DATIM for PEPFAR program and JADE (Jhpiego HQ aggregate data warehouse)
  • Reporting and Communication: Prepare and disseminate comprehensive M&E reports, dashboards, analyses of progress to targets and data visualizations for diverse stakeholders, including donors, government agencies, and community partners, ensuring transparency, accountability, and alignment with reporting requirements.
  • Team collaboration: Promote and support the dissemination of project information among the project team. And work with project and financial staff to prepare and track progress of project and activity budgets.
  • Evaluation and Learning: Oversee all program evaluation or research projects including coordination with MOH, ensuring compliance with ethics committee reviews, hiring data collectors and oversee implementation of studies and analysis and documentation of results.
  • Risk Management: Identify potential risks and challenges related to M&E implementation, develop risk mitigation strategies, and proactively address issues to safeguard data integrity and program effectiveness.
  • Any other duties as assigned by supervisor.

Required Qualifications

  • Bachelor’s degree in public health, sociology, demography, statistics or other social science area; Master’s degree preferred.
  • Minimum of fourteen (14) years of relevant experience for bachelor’s degree or eight (8) years of experience for master’s degree.
  • Experience supporting technical or programmatic activities in HIV/AIDS or other health areas; experience within a health facility setting and previous work on PEPFAR-funded programs preferred is a plus.
  • Strong background in program M&E, data management and data analysis, and some experience with program evaluation research.
  • Experience in data collection, processing and analysis; database experience a plus.
  • Experience in implementing qualitative and quantitative research.
  • Demonstrated strong management, coordination, teamwork, and planning skills with proven ability to function effectively with multiple counterparts in both the public and NGO sectors.
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs.
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with PEPFAR, MOH, consortium partners, DHMT and representatives from other key stakeholders such as NGOs, CSOs and the private sector.
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building and representation skills.
  • Expertise in research to practice-identifying and adapting best practices to specific project contexts.
  • Excellent skills in facilitation, team building, and coordination.
  • Excellent verbal, written interpersonal and presentation skills in English and Sesotho.
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff.
  • Proficiency in work processing, Microsoft Office, DHIS2, DATIM, GH COVID 19 Reporting Systems will be an added advantage.
  • Experience living and working in Lesotho preferred.

Total compensation will be based on the country of hire and Jhpiego’s local compensation plan.
