The Ethics Office promotes an ethical organizational culture based on the Bank’s Core Values and Basic Standards of Conduct as set out in the Bank’s Code of Conduct for Bank Personnel. It is currently seeking a Senior Ethics Officer / Principal Ethics Officer.  

The Senior / Principal Ethics Officer will:

  • Manage ethics standard-setting and review, develop, and promote ethics-related policies. Conduct analysis of the effectiveness and efficiency of the existing ethics-related policies to identify areas for improvement in line with best practices and propose the revision or establishment of new policies.
  • Develop standards, and conduct training and educational sessions on ethics issues, in coordination with the Human Resources Department, Management and other offices, and conduct ethics outreach, events, and communication
  • Support coordination with the ethics network for policy and practices, updates and trends
  • Provide confidential advice and guidance to staff on ethical issues, including administering an ethics helpline.
  • Provide confidential advice and guidance for the management function on procurement, recruitment, and business conflict of interest
  • Administer and provide advice for integrity sensitive positions on required compliance 
  • Performing ethics investigationas, administering the Organization's financial disclosure program and the Organization's protection against retaliation policy
  • Perform other tasks as assigned by Chief Ethics Officer 

The role will report directly to the Chief Ethics Officer. Appointment and scope of work will depend on candidate's experience. 

Provision of ethics advice:

  • Provide timely and confidential ethics advice and guidance to management and individual Bank Personnel on ethical issues, including but not limited to workplace issues, conflicts of interests, gifts and honors, and outside employment and activities; support the Case Management System by recording, monitoring the administration, and analyzing trends, analyzing root causes of ethical dilemmas for personnel and recommending measures to improve the system.
  • Provide confidential advice and guidance to Bank personnel about existing approval mechanisms for restricted activities (such as participating in outside activities), review and suggest amendments to relevant policies and procedures. and prepare authorization memos for Chief Ethics Officer approval.
  • Ensure provision of consistent ethics advice through consultation and interactions with Chief Ethics Officer and other Ethics Officer
  • Conduct relevant research, including policy research, and provide policy advice, draft ad-hoc reports, position notes and presentations.
  • Assist in the management of relevant confidential files and information.
  • Conduct research on organizational, managerial and/or legal matters, consulting and liaising with relevant offices as required.
  • Develop, review, and suggest amendments to relevant ethics policies and procedures relating to business conflict of interest, integrity sensitive position, procurement, and recruitment. Provide confidential advice and guidance to management and prepare authorization memos for Chief Ethics Officer approval where necessary.

Implementation of Ethics Training and Outreach Activities:

  • Develop engagement, communication, and outreach materials for the Ethics Office.
  • Contribute to the development and delivery of ethics trainings, materials and activities, engage in communications and advocacy to highlight AIIB’s commitment to live AIIB’s core value of Lean, Green, and Clean through ethical culture.
  • Develop and improve outreach and awareness material on the Office through its website and other online communications and events.
  • Contribute to fostering coherence of the ethics function within the Ethics Network of Multilateral Organizations (ENMO) and Multilateral Development Banks (MDBs), in working towards a highest standards and practices of ethics framework and policies as appropriate.

Managing Business Conflict of Interest

  • Research and benchmark IFIs policies, develop the policy, implement, and design operational process and procedures in coordination with the Risk Management Department and other related operations department of the Bank.
  • Perform other duties and tasks upon request by the Chief Ethics Officer.

Knowledge, Skills, Experience & Qualifications

  • Advanced university degree (Master's degree or equivalent degree) preferably in law, public policy and administration, investigations, or related areas.
  • A minimum of 8 – 10 years’ experience  at Senior Officer level and a minimum of 15 years’ experience demonstrable in the areas of law, organizational ethics, staff misconduct and investigation, corporate compliance, or other related fields in an international or multilateral organization is required. Preferably gained within an international financial institution or multilateral development bank.
  • Experience in analysis of legal frameworks and conducting research to improve ethics-related policies, and interpreting provisions to provide advice and set standards of practice in a large international organization is required.
  • Experience in communications, training, awareness raising, and culture building is desirable.
  • Fluency in English is required.
