Jhpiego seeks an Application Manager to be seconded at Federal Directorate of Immunization (FDI) to provide coordination oversight and inputs in preparation of HPV vaccine introduction in Pakistan. The Application Manager will be responsible for facilitating and coordinating efforts between FDI and stakeholders for Pakistan’s Vaccine Introduction Grant application to Gavi. Under the supervision of the Project Lead, the Application Manager will perform the following activities:

Responsibilities

  • Provide technical assistance and coordination to support preparation of HPV introduction in Pakistan, including applications for Vaccine Introduction Grant (VIG).
  • Facilitate and coordinate meetings with key stakeholders including MOH, FDI, provincial EPI and/or other core and implementing partners for the application development and submission.
  • Missing data/information on HPV from all relevant resources/partners in Pakistan collated, synthesized and used in consultations with FDI and provinces to build the case for HPV vaccine, and its feasibility and acceptability, contributing these to the application package for HPV vaccine introduction.
  • Provincial level data, including that collected through the work of HAPPI, collated for review by FDI and for incorporation into Provincial strategies for the Multi Age Cohort (MAC) and Routine Immunization (RI) workstreams documented and included in the application to ensure that the HPV vaccination implementation and vaccine workplans reflect tailored approaches at subnational levels.
  • The national application package for HPV vaccine introduction strengthened further in collaboration with FDI and its core and expanded partners. The HPV application will include the HPV implementation plan, HPV workplans, detailed budget breakdown for each cost, provincial implementation strategies and supporting documents/evidence to provide a strong rationale for the submission.
  • Support FDI in timely and complete submission of grant application with all requisite annexures to GAVI/ICC.
  • Coordinate with Jhpiego’s international staff/consultant and other national stakeholders to make any required revisions to the applications to Gavi before or after IRC review.
  • Participate and lead small group consultative/working meetings to gain consensus among stakeholders on ideas/solutions that address challenges in the VIG application and supporting documentation.
  • Support and maintain strong relationships with provincial level EPI teams during this preparatory phase of HPV vaccine introduction.
  • Be an integral and trusted member of national level technical working groups, tasks teams, and leadership teams in preparation and submission of the HPV vaccine application.
  • Effectively and transparently communicate evidence-based updates to the project lead, in country teams, and Baltimore based teams on progress, bottlenecks, and solutions.
  • Any other tasks requested by the project leadership.

Required Qualifications

  • Advanced degree in public health
  • 5-7 years of professional experience in public health programs at the operational level.
  • Extensive knowledge of best practices in immunization; experience in writing proposals/grant applications for vaccine introduction and immunization campaigns, especially in vaccine hesitant communities and geographic pockets.
  • Knowledge around demand generation and community engagement as well as gender equity approaches in immunization programs will be considered an advantage.
  • Proven record of effective communication and engagement with high visibility stakeholders at the national and/or provincial level.
  • Experience in team building including fostering collaborative partnerships and linkages with stakeholder groups, particularly with government entities like FDI (Federal Directorate of Immunization) and implementing partners including WHO and UNICEF.
  • Excellent oral and written communications skills, Fluent in written and spoken English and Urdu
