Overview

The Sexual Health and Empowerment (SHE) Project is a seven-year engagement of Global Affairs Canada in partnership with Oxfam, Jhpiego and local civil society organisations.  The ultimate goal of the project is to improve the sexual and reproductive health and rights (SRHR) of women and girls in remote, conflict-affected, and disadvantaged regions in the Philippines, namely, BARMM, Regions V, VIII, IX, X, and Caraga.

The project has two strategic pillars that work together to achieve the shifts in power relations needed for transformative change. Pillar 1 focuses on engaging community members and health care practitioners to support gender-responsive services and promote positive gender norms, which improve health-seeking behaviour and Pillar 2 on building knowledge and capacity of institutions and alliances to influence change for socially accountable SRHR programs.

Jhpiego, with its six regional coordinators and SHE team partners, provides technical assistance through training of health service providers and managers; strengthens youth-friendly and gender-responsive sexual and reproductive health (SRH) services; and promotes effective coordination of SRH and gender-based violence (GBV) services within the public and private health system in the twenty municipalities and one city within the project sites.

One of the major technical assistance areas the Jhpiego provides is the improvement of management and coordination of SRHR and GBV prevention services, particularly looking at the quality of the FHSIS family planning and teenage pregnancy data of the 21 RHUs, and how these data correlate in the achievement, or otherwise, of the ultimate outcome of the project.

The technical report should present the data and provide an analysis of trends in family planning and teenage pregnancy data from 2019 to 2023 vis-à-vis the project outcome indicators.

Responsibilities

The Short-term Technical Consultant will support the Sexual Health and Empowerment (SHE) Project through Jhpiego’s supervision in the collation, analysis, and technical report writing of the FHSIS family planning data of the 21 RHUs. The major objectives of the technical report are as follows:

  1. Summarise the collated FHSIS family planning and teenage data of all 21 RHUs while ensuring quality data reported vis-à-vis the MOP of the DOH on FHSIS and DOH MOP on Adolescent Health and Development Program, respectively;
  2. Provide a quarterly and annual database of family planning and teenage pregnancy data of the project areas from 2019 to 2023;
  3. Analyse trends and differences from 2019, 2020, 2021, 2022, and 2023 FP and teenage data;
  4. Look into evidence on the progress of the following outcome indicators of the project: (a) # of individuals who have accessed quality and gender-sensitive sexual and reproductive health services including modern contraception in the targeted health facilities, disaggregated by age groups and sex, and type of services; (b) #of new family planning acceptors, disaggregated by age, sex, and modern methods of contraception, per quarter and then sum per annum; (c) % of teen pregnancy rates among the target population with comparison from AHDP, AFHF logbook, or FHSIS; and (d) % and the number of women with unmet need for FP including modern methods, disaggregated by age group.

Required Qualifications

The potential Short-term Technical Consultant should have a strong background in public health, data quality check, and FHSIS reporting mechanisms. Medical professionals with international non-government organisation experience or post-graduate analytical skills are highly preferred. It is also expected that the consultant is skilled in technical report writing and presentation.
