Jhpiego seeks a Technical Director (TD) to provide technical leadership, strategic direction, and project management to ensure programmatic and technical integrity for an upcoming USAID-funded Sustaining Epidemic Control through Unified Prevention in Lesotho (SECURE) project in Lesotho.  The project aims to close gaps to reach and sustain HIV epidemic control through unified approaches to prevention and strengthened community systems.  The project will improve uptake of combination HIV prevention services, improve effective coverage of non-discriminatory, person-centered, integrated services, and bolster resilient community systems that sustain quality HIV prevention services. The project will operate over a 5-year period.

The Technical Director will work closely supervise with the program implementation team on biomedical HIV prevention and key populations-focused activities, including Voluntary Medical Male Circumcision (VMMC) and Pre-Exposure Prophylaxis (PrEP), to ensure that resources are applied appropriately (e.g. human, financial and material). Responsibilities include: supervising technical staff, overseeing annual work planning, leading the design, implementation, and reporting of project activities, and representing Jhpiego to donors and partners.  The Technical Director will also be responsible for providing strategic guidance and assistance in comprehensive HIV prevention services for program staff and other stakeholders; representing the project in technical working groups; and overseeing the development of HIV quality improvement systems.  The Technical Director will be responsible for ensuring the technical integrity of a comprehensive HIV program. The Technical Director will provide technical leadership in development of annual work plans and budgets to ensure program design is line with program and Ministry of Health (MOH) strategies and international best practices. The Technical Director will also work closely with program and technical staff to ensure excellence in technical implementation at targeted sites and communities. In addition, the Technical Director will lead cross-cutting approaches, such as quality assurance and improvement, linkages and referrals among services, and conduct operations research, as well as supervise other technical specialists and report to the Country Director.

• Provide leadership and strategic design and direction to ensure programmatic integrity and technical guidance including (but not limited to) the following topics:  
  • Improving health equity, and access to services for adolescent girls and young women (AGYW), children and youth, men, and key populations (KPs);  
  • Implementing policies and programs for sustainable HIV epidemic control and other public health emergencies, including health workforce development, disease surveillance, detection, response and control of public health emergencies; 
  • Working with national stakeholders to ensure HIV prevention programming is led by high-performing KP-led organizations 
  • Expanding and strengthening quality improvement efforts for biomedical prevention programming  
  • Working with national stakeholders to utilize MOH data to identify health equity gaps  
  • Collaborating with project colleagues to support project management and finance/ administrative support as needed  

• Provide technical leadership and oversight for the implementation of Jhpiego’s comprehensive HIV program, particularly in relationship to strengthening clinical services and linkages between clinical and community services
• Coordinate the work of all team members with their designated counterparts within donor agency, the Lesotho MOH, as well as private sector partners and other key stakeholders in Lesotho such as NGOs and CSOs, to ensure effective technical assistance and the smooth implementation of activities
• Advise Lesotho counterparts on technical issues and participate in relevant advisory and/or technical working groups with counterparts and partner institutions in development, adaptation and operationalization of national guidelines and policies
• Provide leadership in the design of interventions to include HIV prevention (VMMC, PrEP), treatment, care, and support, ensuring that interventions are technically sound, evidence-based, and are sustainable
• Provide technical leadership in introduction of new innovations particularly for oral PrEP, decentralization of care to the community and strengthened linkages to care and treatment
• Represent Jhpiego and program in public and professional circles through meetings, conferences, and presentations
• Coordinate and monitor human, financial and material resources of the program to ensure successful implementation
• Lead the annual work planning process in close collaboration with the donor, Lesotho MOH, program team, and other relevant stakeholders
• Guide the analysis, synthesis and reporting of outputs and results in close collaboration with the Monitoring and Evaluation Team.
• Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with program goals to ensure rapid and sustainable results
• Work with finance and project staff to develop and track project budgets
• Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
• Ensure technical compliance with USG rules and regulations
• Support and strengthen the capacity of the Lesotho MOH to deliver quality clinical HIV prevention, treatment, care and support services, including VMMC, PrEP, integrated TB and SRH services for key populations and AGYW.
• Support clinical training and supportive supervision of staff and MOH counterparts
• Participate in design, adaptation, finalization and revision of national training packages and corresponding technical updates
• Support the MOH to ensure quality of facility-based HIV services through site assessments, training/mentoring of service providers, and ongoing QA support
• Support the MOH to ensure quality of community-based HIV and TB services
• Ensure quality program implementation, including ensuring all program components are functioning (appropriate guidelines, supplies and materials, training programs, staff and consultants, etc.)
• Support and guide monitoring, evaluation and research activities related to all activities
• Write donor reports, work plans, strategic plans and other program-related documents in a timely manner and provide prompt feedback to donor requests for information.

• A Medical Degree (doctor or nursing)
• At least 8 years’ experience implementing and/or providing technical assistance in health systems strengthening, Sustaining Epidemic Control through Unified prevention
• At least 8 years’ experience in implementing and/or providing technical assistance of $5 Million per year in donor-funded projects and in the design and implementation of health projects in Africa, preferably in Lesotho.
• Demonstrated experience training clinical and community-based healthcare workers on HIV, health systems strengthening, and/or global health security, prevention and strengthening community systems
• Demonstrated experience providing capacity building assistance at individual and organizational levels
• Skilled in at least two or more of the following technical areas: strengthening service delivery projects; training; pre-service education; performance and quality improvement; monitoring and evaluation.
• Demonstrated experience with a mix of practical technical skills necessary for strengthening health service delivery at the regional, national, clinical and community-level
• Experience in leading in the design of interventions, including HIV prevention (VMMC, PrEP), treatment, care, and support, ensuring that interventions are technically sound, evidence-based, and are sustainable
• Demonstrated in-depth understanding of Lesotho healthcare system, particularly the public health system
• Familiarity with USAID’s administrative, management and reporting procedures and systems
• Proven track record managing a project team composed of several technical experts and fostering team work
• Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID’s host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
• Experience strengthening the capacity of the Lesotho MOH and delivering quality clinical HIV prevention, treatment, care and support services, including VMMC, PrEP, integrated TB and SRH services for key populations and AGYW.
• Expertise in research to practice—identifying and adapting best practices to specific project contexts
• Excellent verbal, written interpersonal and presentation skills in English and French
• Proficiency in Microsoft Office
• Ability to travel nationally to project sites

• Master of Public Health preferred
• Experience living and working in Lesotho preferred
