Overview & Responsibilities

Under the direct supervision of the Head of Office of IDLO in Ukraine, Finance and Administration Manager and in close collaboration with the Regional Programme Accountant, the Finance Officer/Accountant will assist with financial management and administrative services.

 

Programme Finance Support

  • Work closely with the Programme team, monitor the finance-related aspects of the implementation of Programme activities in line with the applicable Programme documents, ensuring that appropriate control reporting structures are maintained in accordance with IDLO Regulations and Rules, and/or donor requirements.
  • Ensure timely preparation and submission of all financial information, reports, and documentation.
  • Assist in preparing the Programme-specific and annual budgets, assess financial plans and reports in coordination with the Finance team in HQ.
  • Process payments and deductions for all contracted consultants/experts in line with relevant contracts and IDLO standards and procedures.
  • Provide procurement and logistical support to Programme activities, including handling VAT matters and managing original documents. Coordinate with the Programmes and Procurement teams to facilitate timely procurement of required goods and services.

Finance Administration

  • Assist with daily administrative and financial issues relating to the programme, including liaising with relevant IDLO departments.
  • Ensure timely preparation and submission of all financial information, reports and documentation to the HQ.
  • Track financial progress and make relevant forecasts, analyse project expenses as required, flag budget deviations.
  • Draft and review, in collaboration with the Programme Lead and other relevant Programme personnel, monthly project financial forecasts to be submitted to the HQ.
  • Review, analyse, and assist with preparation of cost estimates and budget proposals.
  • Monitor programme expenditures, status of implementation and utilization of funds and ensure compliance with IDLO and Donors’ Financial Procedures; contribute to project and/or budget revisions.
  • Review procurement documents to ensure they comply with applicable IDLO Policies and Procedures, and donor rules and regulations

Accounting

  • Manage the VAT exemption process in line with the Houst Country Agreement.
  • Monitor VAT regulations, advise the Country Office on VAT-related changes in the national legislation and practices.
  • Lead on the preparation of necessary documents for VAT refunds.
  • Liaise with Ukraine tax authorities, prepare and submit VAT exemption reports, follow up to ensure compliance and timely VAT refunds.
  • Ensure all VAT-related information is accurately recorded in MS Dynamics Navision.

 General

  • Assist the Finance team with implementing key processes and procedures which will enable improvements to current Finance processes.
  • Collaborate with the Supervisor/Finance team on specific projects, analytical reports, or with relevant research.
  • Perform other relevant duties as requested by the Supervisor.

 

Job Requirements

Education & Work Experience

  • University degree in Finance, Commerce or Accounting from a well-recognized university. Relevant professional accountancy qualification.
  • Minimum five years of significant relevant professional experience in financial management, accounting, and administration. Working experience with international organizations will be a significant advantage.

Languages

  • Fluency in English & Ukrainian

Skills & Abilities

  • Demonstrated work experience with Enterprise Resource Planning (ERP) systems, preferably with MS NAVISION
  • Demonstrated working knowledge of International Public Sector Accounting Standards (IPSAS)
  • Demonstrated knowledge of the national tax code and VAT refund rules, procedures, and process
  • Attention to detail and ability to handle complex financial data and transactions
  • Adherence to professional and ethical standards
  • Ability to deal with unexpected challenges
  • Knowledge of and experience with spreadsheets (advanced knowledge of Microsoft Excel is a must), databases, and word-processing software
  • Experience in donor budgeting and reporting 
  • Proven ability to operate in a team environment, liaise with a diverse team
  • Ability to work under pressure with tight deadlines, flexibility, and an entrepreneurial spirit
  • Strong interpersonal and organisational skills and attention to detail
  • Enthusiastic and proactive attitude

Terms & Conditions

For this locally recruited contract IDLO shall offer the selected candidate a Special Service Contract through 06 March 2025, with the possibility of extension subject to performance and continued funding availability. IDLO shall offer a monthly stipend of USD 2,342 plus medical insurance and leave entitlements. This vacancy is open to LOCAL NATIONALS or permanent residents of the duty station (Kyiv, Ukraine).
