CHAI Health Workforce Program Overview 


A skilled health workforce is the backbone of every health system and therefore an essential precondition for progress toward universal health coverage (UHC). The WHO estimates a projected shortage of 10 million health workers by 2030, with the majority of that shortage (7.5 million) falling in low- and middle-income countries. This gross shortage is because many governments face significant challenges planning for, producing, and sustaining their workforces at the quantity and quality needed to meet health system demand.


CHAI’s Health Workforce Program aims to ensure that our partner governments are able to optimize the number, skill mix, performance, and distribution of their health workforces within available resources. When this is the case, governments will be able to progress toward universal health care (UHC) and primary health care (PHC) by maximizing the extent to which available, high-performing, and motivated health workers can provide quality services when and where needed. CHAI partners work closely with governments to realize this aim through evidence-based planning, resource mobilization and coordination, pre-service training planning and coordination, continuous learning, and design, refinement, and implementation of integrated community health systems.


Zimbabwe MNCH Project Overview


The Improving Maternal, Newborn, and Child Health Services project aims to support Zimbabwe’s Ministry of Health and Child Care (MOHCC) in improving maternal, neonatal, and child health (MNCH) outcomes through increasing access to quality MNCH services and strengthening health services in five targeted provinces in Zimbabwe. USAID funds the project through an FHI-360-led consortium, consisting of FHI-360 as Prime, and with CHAI, and FACT as subs. The Activity has three objectives:

 

  • Objective 1: Strengthen technical capacity of MOHCC at national, provincial, and district level to scale up high-impact MNCH interventions
  • Objective 2: Enhance planning, distribution, and retention of the MNCH health workforce in implementation areas
  • Objective 3: Reinforce planning, management, coordination of essential commodities and procurement equipment


Position Overview


Like many other countries in the African region, Zimbabwe is experiencing health workforce retention challenges, particularly health care workers critical to providing maternal, newborn, and child health care services, namely physicians, nurses, and midwives. The Senior Technical Advisor, Health Workforce will work with the MOHCC to identify and address workforce development and retention needs while contributing to innovative training programs for new MNCH service providers and supporting the government’s development and testing of new staff retention strategies. The Senior Technical Advisor will support capacity development, strengthening, and retention of health care workers per the Ministry of Health and Child Care’s (MOHCC) human resources strategy. The Senior Technical Advisor will ensure the project adopts training, coaching, mentoring, and other capacity-strengthening approaches that reflect global and national best practices.


This role requires a combination of strong communication capabilities (high proficiency in written English is necessary for editing and reviewing strategic documents, high-level briefs, and other technical documents), fundamental analytical skills, and high degrees of organization and overall project management. High proficiency in Microsoft Word, Excel, and PowerPoint is necessary to produce high-quality products with minimal oversight or editing for an external audience.


This technical leadership role reports to the CHAI Associate Director for Programs and works closely with the FHI360 project management team. The position must be comfortable working in a cross-cultural environment with internal and external informal reporting lines and complex stakeholder relationships. The Senior Technical Advisor will have oversight of five Provincial Health Workforce Technical Specialists who are part of Provincial Support teams. The role will be based in Harare (30% of the time) to support government efforts and require travel to provinces (70% of the time).

Responsibilities
  • Deliver technical assistance in human capacity and workforce development with government partners.
  • Work with the government and relevant partners to operationalize Zimbabwe’s new national HRH policy and strategy and establish feedback loops for continuous improvement.
  • Assist the MOHCC in conducting Human Resources for Health (HRH) situation analyses to identify challenges in retention across provinces.
  • Work closely with the MOHCC to update and use human resources for health (HRH) information system(s) for analysis and decision-making.
  • Support the MOHCC in developing a formal retention strategy based on the situational analysis results.
  • Work with relevant personnel to develop and test MNCH capacity strengthening (i.e., mentorship programs) and staff retention strategies in project areas. Develop/revise and ensure that the project’s capacity development tools–training materials, job aides, standard operating protocols, and other materials—reflect local context and needs and are of high quality.
  • Ensure that the delivery of training and mentoring is cost-effective, consistent, efficient, and meets or exceeds project and MOHCC expectations.
  • Monitor the implementation of workforce development and retention activities against approved objectives, budgets, and key project indicators. Serve as a technical resource to project personnel on issues of design, methods, and interpretation of results related to capacity strengthening.
  • Work with the project’s technical and MERL specialists and its MOHCC and USAID stakeholders to determine the project monitoring and evaluation metrics.
  • Contribute to program learning (implementation research) design, evaluation activities, and use of their results.
  • Contribute to regular progress reports and other technical documents.
Qualifications
  • Degree in management, human resources development, public administration, organizational development, or a related field.
  • Minimum 7 years of senior-level experience in developing and implementing health workforce initiatives in sub-Saharan Africa.
  • Background working in health systems strengthening, health workforce, or health financing.
  • Knowledge of a wide range of organizational development models and instructional design and participatory training/adult education methodologies.
  • Demonstrated experience managing complex projects or programs.
  • Demonstrated ability to use and teach the use of HRH data to identify and address gaps in staffing and staff retention.
  • Experience building strong working partnerships with senior-level government representatives, civil society organizations, other donors, and the local private sector.
  • Experience bringing new and innovative local partners into programs and developing their organizational and implementation capacities.
  • High levels of proficiency in Microsoft Word, Excel, PowerPoint, and Internet applications.
  • Analytical modeling experience, including experience developing tools in Microsoft Excel.
  • Exceptional written and verbal communication skills in English.
  • Ability to communicate effectively with people of varied professional, cultural, and educational backgrounds.
  • Demonstrated strong problem-solving skills.
  • Entrepreneurial mindset, demonstrated ability to work independently on complex projects and solve challenging problems in a high-pressure, fast-paced environment.
  • Exceptional task management skills, including developing work plans and tracking tools to meet project deadlines.
