How to effectively support country offices with talent sourcing without paying a fortune

The International Committee of the Red Cross (ICRC) is a neutral and independent humanitarian organization that provides protection and assistance to victims of armed conflicts and other violent situations. Established in 1863, the ICRC is headquartered in Geneva, Switzerland, and operates in over 90 countries worldwide.

The recruitment function at ICRC is divided between headquarters in Geneva and recruiters based locally in-country offices. To speed up recruitment, the ICRC wants to find a way to support all their local recruiters with talent sourcing without spending a fortune.

The interest from candidates to work for ICRC is huge. Hence if ICRC in a smart way could gather these interested individuals in one place, make their CVs searchable, contact individuals, and also assess whether they are available (a sourcing pool). ICRC would be more self-sustaining on candidates and hence both shorten the time to hire and lower the costs for paid outreach.

Together we formulated project objectives:

  • A cloud-based shared ICRC sourcing pool,

  • Easy access for global candidates to join and create a complete profile,

  • Unlimited number of candidates in the pool,

  • Unlimited access for ICRC recruiters,

  • Advanced filtering so that any ICRC recruiter (irrespective of focus audience) can easily search the sourcing pool based on relevant filters (nationality, expertise area, gender, seniority, degree, country experience, employer experience),

  • Advanced reporting to make the talent needs forecasting more effective

  • Provide the ICRC offices without a recruitment system with a cloud-based recruitment tool,

Last but not least, this whole sourcing pool should not cost a fortune.

Easy access for global candidates to join and create a complete profile

To attract top talents, one must make the pool registration easy and quick. The photo below shows the ICRCs candidate-facing page; through this page candidates register for the ICRC sourcing pool (visit the live page here). 

This is a white-labeled career page created by Impactpool. However, the ICRC’s Human Resources department is in total control of the page.

ICRC sets the colors, they decide photos and texts and they can easily change banner photos and texts without going through tedious consultations with communications or IT.

Unlimited number of candidates in the pool

The registration process for candidates uses the most modern CV parsing technology on the market, the candidate just registers and selects a CV they have on file, and then the CV parser helps to create a complete and searchable profile.

In the ongoing BETA release, ICRC has an unlimited number of candidates, and already within the the first days from launch, more than 500 candidates signed up.

Unlimited access for ICRC recruiters

The Unlimited access for ICRC recruiters will stay even after the sourcing pools moves from BETA into an enterprise service. To offer unlimited recruiter access points is also Important for Impactpool as it provides the largest possible Impact.

In the past (and still in most organizations), local recruiters have been left behind when it comes to tools and system, most new systems have been procured for recruiters at HQ.

Already a few weeks into the ICRC sourcing pool project, 27 ICRC recruiters are working in their pool.

Advanced filtering

As the sourcing roster is accessible for all ICRC recruiters, it is imperative that each recruiter can easily search the sourcing pool based on that recruiters need.

For that Impactpool has developed relevant filters. The screen-shot shows the screening console used in the BETA version. Filters are available for nationality, expertise area, gender, seniority, degree, country experience, employer experience.

The filters are also trained using Machine Learning, so if one candidate writes that she has worked for ICRC and another candidate instead use a different name for ICRC and writes International Committee of the Red Cross, the algorithm will understand that these are the same organization.

Advanced reporting

The sourcing roster is also providing sophisticated reporting, this will provide opportunities for ICRC to assess its sourcing needs earlier and increase the likelihood to have relevant candidates in the pool when needed.

The below report provides an accumulated overview of the whole sourcing pool. As a recruiter you can see expertise areas, nationalities, where the talents worked, languages, education etc.

Impactpool Recruit to offices using e-mail

The next step in the ICRC project is to provide country offices to start use Impactpool Recruit. A cost-effective cloud-based recruitment system hand-tailored for impact recruitment. The combination of the sourcing pool and the recruitment system will speed up recruitment and lower the administrative burdon of e-mail recruitments.

Still at ICRC, e-mail recruitments are common at country level and this is a shared problem for many multilateral and international organizations. With e-mail recruitments we refer to a recruitment process where the applicant sends an e-mail with their application and an e-mail inbox is the recruiters dashboard.
