Result of Service
1. Leads to consolidate the information from all the outputs of all the experts into the Project Document and CEO Endorsement Package. 2. Leads the writing and ensures the quality of the main project document, ensuring consistency in the material and that overall theory of change and logical framework are precise and clear. 3. Proposal for Communications Strategy: outlining key media to engage, and how communication efforts/ media profiling of the project can contribute to the success of the project domestically; and 4. Contribution to knowledge and integration component.

Duties and Responsibilities
1. Purpose: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP Ecosystem Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The Coordinating Body on the Seas of East Asia (COBSEA) is a regional intergovernmental mechanism and one of 18 Regional Seas programmes with nine participating countries – Cambodia, China, Indonesia, Republic of Korea, Malaysia, the Philippines, Thailand, Singapore, and Viet Nam – aimed at the protection and sustainable development of the marine and coastal environment. COBSEA’s efforts are guided by the Strategic Directions 2023 – 2027 across three thematic areas: marine pollution prevention, reduction, and control; marine and coastal biodiversity, ecosystem conservation and management; and climate action. Within the marine pollution thematic area, COBSEA is mandated to reduce nutrients pollution as a regional and transboundary challenge in the East Asian Seas. To accelerate this process, COBSEA, together with the Thailand Pollution Control Department (PCD), developed a child project for the Global Environment Facility (GEF) Clean and Healthy Oceans Integrated Programme (CHO IP) focused on addressing nutrients pollution in Thailand. The project “Seeding a Nutrient Pollution Reduction Strategy for the coastal waters of Thailand” is currently in its project preparation grant (PPG) stage, aiming to guide and finalize the arrangements for the implementation and workplan of the full project. The project focuses on nature-based solutions, improving strategic national policy, and improving the monitoring and data analysis of nutrient pollution. It is aimed that the experience of this Thailand project can serve as basis for the regional nutrients pollution reduction strategy. Duties and Responsibilities Under the direct supervision of PPG National Coordinator, and overall supervision of the COBSEA Secretariat and the Thailand Pollution Control Department, the Writer and Communication Expert will ensure the quality of the full project document, including all relevant annexes and attachments. In addition, the Writer and Communication Expert will develop the strategy to effectively relay knowledge and the impacts of nutrient pollution to all the stakeholders. The expert has an active role in creating a strategy that communicates the goals, workplan, and possible outcomes of the full-scale project in coordination with the National Coordinator.
Qualifications/special skills
● A first-level master’s degree in a relevant field, such as environmental management, development studies, international relations, economics, or any related field is required. ● A minimum of 5 years of demonstrated experience in writing technical and specialist environmental project documents is required. ● Experience in communication, education, and advocacy campaigns, required; ● Demonstrated experience in GEF project management is an asset; ● Experience working with government officials and/or stakeholders in Thailand is desirable; ● Experience working in the East Asian Seas and/or with COBSEA or Regional Seas is an asset; and ● Prior experience working for the U.N. and/or other international/regional organization is desirable. SPECIAL KNOWLEDGE & SKILLS: ● Strong analytical, research and report writing skills are required; ● Strong communication and relationship-building skills is desirable; ● Ability to work independently with minimum supervision is an asset; ● Ability to work in a multi-cultural team environment and to deliver under pressure/meet deadlines is desirable; ● Innovative and creative, problem-solving skills is desirable.
Languages
Fluency in written and spoken English is required. Fluency in written and spoken Thai is required.
