INTRODUCTION TO GGGI

The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page. 

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to "countries" development priorities. The organization also focuses on knowledge development and management activities, which build a solid theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers, as well as creating the conditions for public and private green infrastructure investments.

In 2024, GGGI has launched an internal initiative focused on building foundations for enhanced data management, exploring the use of Artificial Intelligence (AI) in its operations and its services to Members, and building pilot experience on data visualization and the use of AI. The initiative has three “components”: (1) GGGI identifies and manages critical data. This component looks at inventorying GGGI’s data (2) GGGI explores the value of AI to accelerate Green Growth for Members and GGGI operations. (3) The value of data and AI for GGGI is demonstrated by a set of visible use cases (pilots).

 

OBJECTIVES OF THE ASSIGNMENT

A Consultant is being sought to support the first phase of GGGI’s initiative on Data and Artificial Intelligence (AI) in Seoul. The work will include contributing to a data inventory, researching innovative and secure AI solutions, and providing subject-matter expertise on AI for green growth and internal operations of GGGI, including pilots. The assignment will also require periodic reporting of progress and activity updates to the Task Force in charge of the project, and GGGI’s management team (MT). Upon clearance from GGGI’s MT, this Initiative may be extended to a broader scope (Phase 2) depending on budget and satisfactory performance.

The primary Objectives and Tasks of this consultancy are as follows:

1. Data Inventory: Guide the conducting of a comprehensive data inventory to assess existing data resources within GGGI, undertaking the following tasks:

  • Support the making of a thorough data inventory of data sources and datasets currently utilized by GGGI, including their types, formats, and accessibility etc.
  • Help identifying data gaps and opportunities for improvement in data collection, storage, and analysis processes.

2. AI Research: Contribute to research and analyze potential applications of AI for green growth and internal operations of GGGI, by undertaking the following tasks:

  • Contribute to researching existing and in-development AI systems to ensure GGGI has access to the most appropriate, proven, and secure AI adapted for its internal operations.
  • Contribute to assess the feasibility and potential impact of AI integration in GGGI's operations and activities.
  • Contribute to reviewing existing literature and best practices in the application of AI in environmental research, climate action, sustainable development, and related fields.
  • Propose examples of Responsible AI use guidelines which can later be adapted to GGGI.

3. AI Pilot selection: Advise the selection of pilot AI projects to demonstrate the practical use of AI in selected areas of GGGI's services and operations, while building the capacity of GGGI teams, by undertaking the following tasks:

  • Contribute to assessing and evaluating detailed proposals for data and AI use cases and projects within GGGI.
  • Provide a minimum of two (2) online capacity building and awareness raising sessions to GGGI Teams on capabilities of AI for more efficient operations and accelerated green growth, using practical examples.

All reports are to be submitted to Romain Brillie, Head of Strategy (brillie.romain@gggi.org) copying Dereje Senshaw (dereje.senshaw@gggi.org ) and Dukwoo Jun (dukwoo.jun@gggi.org) using the appropriate GGGI template. All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report. The Consultant shall submit the report in electronic versions readable by a Microsoft Office application. All deliverables must be in English.

The Consultant shall submit the Final Report which should reflect the outcome of all activities prepared by the consultant. The report should also give recommendations for further activities to be carried out to secure a long-term sustainable development of the measure.

All deliverables including the Final report must be approved by GGGI. The Consultant shall consider the comments and necessary revisions proposed. Within 7 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report. 

 

EXPERTISE REQUIRED

The ideal candidate for this consultancy should possess the following qualifications:

  • Advanced degree (Master’s or equivalent.) in computer science, information technology, machine learning, artificial intelligence, data science, environmental science, or a closely related field.
  • Proven experience in advising organizations on data strategies and the adoption of AI, ideally in the context of sustainable development and climate change related services.
  • Expertise in data management, data engineering in the context of intergovernmental organizations.
  • Experience conducting research in fields relevant to the outlined activities is required.
  • Exceptional analytical and problem-solving skills.
  • Minimum of 10 years of work experience in the field of strategy, data science, machine learning, AI or related technologies is required;
  • Proven skills in applying relevant AI software and models; 
  • Proficiency in using Microsoft Package (SharePoint, OneDrive, Word, Excel, PowerPoint) collaborative platforms (i.e., Teams) and virtual meeting platforms (i.e., Webex, Zoom, etc.).
  • Excellent written and verbal communication skills in English, in addition to the ability to independently generate clear and concise content.
  • Experience of working in an international and intergovernmental organization.
  • Experience in implementing AI initiatives at organizational level.
