Mission and objectives

Guided by the 2030 Agenda principle of “leaving no one behind”, UNICEF Rwanda under the current country programme will contribute to five priorities under the social transformation pillar of the National Strategy for Transformation 2017–2024: (a) Ensuring access to quality health for all; (b) Reducing malnutrition; (c) Ensuring access to and improving the quality of education; (d) Moving towards a modern Rwandan household, and; (e) Enhancing graduation from poverty and promoting resilience. The country programme will be implemented as part of the United Nations Development Assistance Plan 2018–2023 (UNDAP II), specifically contributing to Strategic Result Area 2: Social Transformation.

Context

The Government of Rwanda is strongly committed to ensuring that all children can achieve their full potential in a safe and protective environment. However, the level of violence, abuse, exploitation and neglect among children and adolescents in Rwanda remains a concern. Despite violence being often under-reported, figures from the National Violence Against Children and Youth Study (2015/16) show that 42% of boys and 26% of girls aged 13-17 have been victims of physical violence, while 12% of girls and 5% of boys aged 13-17 reported exposure to sexual violence. The UNV will provide support and assistance to the efficient implementation of a broad range of Human Resources functions.

Task description

Under the direct supervision of the HR Specialist, the UN Volunteer key responsibilities will include, but are not limited to: Recruitment: •Support the elaboration and monitoring of recruitment plan. •Support the identification of bottleneck. •Longlisting of candidatures •Preparation of selection related documentation •Prepare recruitment related communication. •Support in selection reports •Support in timely providing feedback to candidates in TMS. •Support in populating data in Consultant Roster •Support in Advertising VAs in TMS •Support in consultant recruitments •Support in consultant contracts extensions. Learning and development: •Support in Organization and follow up on group trainings. •Support in follow up on mandatory trainings •Research on efficient and cost-effective learning products which enable staff to develop their skills and competencies. •Support in career development Managing Performance: •Support in providing relevant information to help managing performance. •Support in the improvement of the development plan •Support the implementation of the 360 projects if applicable. Onboarding: •Supporting in the preparation and the integration of new workforce •Follow up on the induction programme Staff wellbeing: •Follow up the implementation of Global staff survey action plan. •Support on the improvement of inclusion and diversity •Support the preparation of the staff retreat. Preparation of Country Programme Management Plan (CPMP): •Support in preparation of related documentation for the preparation of the CPMP •Support to staff if needed. Knowledge sharing and data collection: •Support the improvement of the knowledge sharing, within the team and with the office •Collect, interpret, and analyze HR data to help inform decision making on HR processes and strategies. •Support the development and implementation of data collection systems to optimize data quality. Furthermore, UN Volunteers are required to: •Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). •Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. •Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. •Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. •Assist with the UNV Buddy Programme for newly arrived UN Volunteers. •Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
