The OSCE Project Co-ordinator in Uzbekistan (PCUz) is implementing the extra-budgetary project “Promoting effective female labour migration governance and economic empowerment of women returnees”. The objective is to improve the conditions and possibilities for economic independence of female labour migrants and returnees of Uzbekistan.
As part of the project, comprehensive research including surveys of labour migrant returnees as well their family and community will be conducted, to understand their attitudes, experiences, specific needs as well as barriers encountered by female migrants and returnees. This knowledge can then be used as a basis for possible targeted interventions, as well as the development and implementation of tailored support programmes that equip migrant women and returnees with the skills, resources and networks needed to access meaningful employment opportunities upon their return.
The administration and conduct of the surveys will be done by a contracted survey company, university or not for profit organization, which will ensure the representativeness of the sample. The selected expert, on its part, will support the various stages of the survey, from its design to the processing of the responses. 
S/he will develop the survey for labour migrant returnees and families/communities, and draft the subsequent analysis report, which will feed into the comprehensive study. S/he will assist in supervising the whole process, provide ad hoc support during the administration of the survey and the desk research process to respond to any questions, provide guidance, feedback and advice. S/he will also be associated with the development of the study and will be tasked to review it.
Tasks and Responsibilities:
The selected expert will be tasked to design the questionnaire and interview (content and form) for two types of targets, analyse the results of the survey and draft the subsequent report, provide review of the comprehensive research, and provide advisory support throughout research work.
Under the overall supervision of the Senior Project Officer and the National Project Officer of the Economic and Environmental Dimension, the expert will be requested to carry out the following duties:
1.Developing structured questionnaires for returned labour migrants, and semi-structured interviews for family/community members;
2.Analysing the outcomes of the survey and drafting the subsequent report;
3.Providing reviews of the study (including reviewing the outline and/or early drafts of particular sections, as well as a full peer review of the study when the draft is produced);
4.Providing advisory support throughout all the stages of the project and ad hoc support during the survey and desk research process to respond to any questions and provide guidance.

Necessary Qualifications:

•Master’s degree in Social Sciences, Political Science, International Relations, Law, Economics and Statistics or a related field;
•Minimum 6 years of professional experience in migration policy analysis, management and database research;
•Knowledge of research methods, and experience in carrying out quantitative and qualitative analysis, and effectively synthesizing complex information;
•Demonstrated experience writing data analytics, policy briefs, and policy updates;
•Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
•Professional fluency in English, including excellent communication and drafting skills;
•Excellent research, analytical and reporting skills;
•Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint)
   Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
