Background & Purpose of Assignment:

Purpose of Activity/Assignment:

UNICEF had planned to focus on a stronger approach to primary health care, promoting community accountability and participation and sustaining a more resilient, environment-friendly, and quality-oriented health and Nutrition systems during CPD 2023-27. Integration of a clear-risk resilience strategy with outcomes of continuity of services to develop systems that deliver on their humanitarian responsibility. There will be a stronger focus on the most marginalized groups through differentiated, evidence-based, tailored approaches addressing the specific needs of the most deprived communities/ groups (genders, tribal, conflict, aspirational districts, urban settings).The theory of change for UNICEF India has been conceptualized with the aim to sustain change in women’ and children’s rights to life and to health, Nutrition, Sanitation, Education, and protection, so that by 2027, every woman of reproductive age and every child, including adolescents, especially the most vulnerable, survives and thrives and empowered for access to quality care.

The role of UNICEF field offices is to catalyze this change where every woman and child survives and thrives, by sustaining three major pillars of action.

·Enhance capacity of the government departments to design, implement and monitor flagship programs for women and children,

·Communities have enhanced capacities to demand for services, and

·Government, partners and CSOs to have capacity to deliver comprehensive integrated services close to community, engage multisectoral policies and actions to address determinants of health, and for engaging and empowering individuals, families and communities for increased social participation and enhanced self-care and self-reliance.

Promoting and sustaining change within these three pillars of action will see the consistent and active role of UNICEF, in close coordination with all other relevant sectors and actors.

UNICEF is investing in demonstrating primary health care (PHC) convergent models mainstreaming nurturing care/early childhood development (ECD) with a focus on improving the quality of home-based newborn and young childcare (HBNC/HBYC) as a critical component of the continuum of care from home to facilities. Engagement with Intervention sensitive sectors, local self-governance mechanisms and CSOs will be strengthened to empower communities and families for providing nurturing care in the age group of 0–3 years. UNICEF plans to work with all relevant actors to strengthen the preconditions for equal participation and universal access to services. Also, accelerate the efforts during the emergencies to address food security, including dietary diversity and access to adequate micronutrients, primary health care and address gender issues linked to women empowerment.The renewed commitment to action for nutrition by the Coalition for Food and Nutrition Security is to ensure uninterrupted universal and high-quality coverage of selected evidence informed nutrition interventions with a special focus on children under two years of age, pregnant women, and adolescent girls. Accelerate efforts during the crisis to address dietary diversity and access to adequate micronutrients, PHC and address gender issues pertaining to women’s empowerment.

This consultancy aims at supporting the state leadership for strengthening Health, nutrition, food security programmes and services for coverage, continuity, intensity, and quality by promoting and facilitating convergence of various Health, nutrition specific and sensitive programs at all levels. Also, effective implementation and program improvement through high level of advocacy and continued support towards monitoring, supervision, review, and collaborations and coordination with other line departments like TDD, UDD, Minority department and Agriculture department.

Scope of Work (Include Background/Rationale/Key Objectives of the Assignment):

Providing high level advocacy and technical assistance, primarily to DWCD (ICDS) and PHD with coordination and collaborative support to TDD, UDD, Minority department and Agriculture department.

-Support ICDS to strengthen GMP and implement ICDS services.

-Facilitate scale-up of UCDC in Urban areas.

-Support coordination between Health and DWCD for Vatsalya program covering U6 pilot, ECD, HBYC, HBNC etc.

-To support vulnerable Municipal Corporations to improve coverage of essential nutrition interventions in the corporation areas.

-Scale up of IPHS 2022 based facility assessments through PHD.

-Coordination with Minority department for reaching out to Zero dose communities in Malegaon, Bhiwandi MCs.

-Capacity building of Frontline workers for Health and Nutrition interventions.

-To support agriculture department for empowering women farmers to improve the nutrition outcomes of families and communities.

-Working with Kisan Vikas Kendra to address issues of dietary diversity and applying concept of climate change on impact of food availability.

Document best practices of programme improvements as defined by field office (Knowledge Management)

Duty Station: Mumbai

Official travel:

The consultant will need to travelWithin the State, travel to UNICEF supported districts of Pune,

Nashik, Thane, Solapur, Nagpur, Aurangabad, and selected POSHAN districts/corporations (if required). Local travel within Mumbai to Govt and Implementation partner offices.

Qualification

-Min 10+ years of state level experience is mandatory.

-Masters in following stream: Public Health/Home Science/Administration/ Operations Research / Demography / Population Studies / Economics / Social Sciences / Anthropology / Development studies / Public Health from recognized institutions

-High level of computer proficiency, specifically -familiarity with commonly used Windows, MS Office software and software packages.

-Experience in designing tools and strategies for data collection, analysis, and production of reports.

-Proficiency in data analysis using software tool like SAS, data triangulation, performance, knowledge of public health, demographics, population etc.

Demonstrated ability to work in a multi-disciplinary team environment.

·Minimum overall qualifying score should be 56.
