Overview

Jhpiego seeks a Senior Monitoring, Evaluation and Learning (MEL) Advisor to provide technical leadership, oversight and strategic direction for monitoring and evaluation (M&E) activities for an upcoming for a five-year U.S. government funded integrated technical assistance and service delivery project. This project aims to increase the Government of Sierra Leone and Ministry of Health’s ability to plan and manage their health system and population’s health with the ultimate goal of improving health outcomes of Sierra Leonean women, youth, and children. The five objectives of the activity are: 1) access to and quality of primary health care services (defined as family planning; reproductive health; maternal, newborn, and child health; and malaria) improved; 2) health behaviors adopted and sustained by individuals, households, and communities; 3) district health management, leadership, and governance improved; 4) functional and technical capacity improved for local organizations in the health sector; and 5) national accountability for primary health services increased. The project will operate over a 5-year period.

The Senior MEL Advisor will provide overall management and technical oversight of the monitoring, evaluation, adaptive learning, and any research efforts of the SIHSA activity.  Additionally, the Senior MEL Advisor will develop project framework, M&E systems and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The Senior MEL Advisor will supervise and manage the MEL team and The position will The Senior MEL Advisor will also be responsible for. In the absence of the Chief of Party, the Senior MEL Advisor may be required to undertake the responsibilities of that position on a temporary basis.

Responsibilities

MEL Systems

  • Develop monitoring, evaluation and reporting systems that align with existing Sierra Leone data reporting systems, such as DHIS2, as well as with data reporting systems used by USAID.
  • Documents and disseminates project successes, challenges and lessons learned to USAID.
  • Champion holistic approaches to collaboration, learning and adapting (CLA), including design and implementation of an action-oriented project research and learning agenda, routine analysis of available health sector data sources, and application of best practices in knowledge management.
  • Designing and conducting assessments, operations research and evaluations to address project needs
  • Design and implement monitoring and evaluation systems, and information analyses, and reporting on progress, outcomes, and challenges.

Reporting

  • Oversee selection of appropriate SIHSA activity indicators, baseline data, targets, and preparation of a plan to evaluate activity performance and produce timely, accurate and complete reporting; work with consortium partners.
  • Manage the project and oversee annual work planning including that of consortium partners
  • Oversee the collection, management, analysis and use of project data, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes.
  • Oversee and approve AMELP.
  • Guide strategic information capacity strengthening for SIHSA’s sub awardees

Programmatic

  • Work closely with the programmatic and technical team to ensure the project is progressing towards expected results.
  • Lead the design, implementation, and reporting of project activities by adopting the CLA set of best practices and approach.
  • Liaise with and support consortium partners, key local partners, private sector and other key stakeholders to implement monitoring and evaluation (and learning) activities.

Supervision

  • Supervise the DHMT/Local Capacity and Partnerships Advisor and Senior Technical Innovations Advisor (eHealth) Provides coaching, guidance and mentorship to direct report(s) where needed
  • Sets targets and objectives for assigned area and delivers results
  • Grows team expertise to align with program and organizational direction while continually looking for ways to provide / enhance the value delivered
  • Tracks, monitors and effectively addresses and / or rewards performance of team members
  • Manages employees in compliance with all HR policies, procedures, guidelines
  • Shares knowledge, information, skills and subject matter expertise among the team and ensures the timely communication of issues while encouraging good working relationships with other functions / teams
  • Recruits for all hires to ensure a highly diverse, qualified workforce with the necessary capabilities needed to achieve goals

Required Qualifications

  • Master’s degree with 8 years of experience.
  • Proven expertise in quantitative and qualitative data collection and analysis methodologies, implementation research approaches, health management information systems, data visualization and reporting
  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public, NGO and private sectors
  • Experience with maternal, newborn and child health, family planning, reproductive health, adolescent health, and malaria is preferred;
  • Familiarity with Sierra Leone health management information system and other national M&E systems
  • Strong technical skills, including ability to process and analyze data using DHIS2 and one or more statistical software packages, including at least one of the following: [SPSS, Epi-Info, Stata, MS Excel]
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
  • Ability to travel nationally
