ORGANIZATIONAL CONTEXT

WFP Seoul Global Office (SEO) is seeking to fill the position of Policy and Research Consultant who will provide value and facilitate the work of Government Parnterships team of SEO to effectively position WFP with government partners by providing policy support, resources, technical assistance and innovative solutions to advance the work of WFP in achieving the SDGs and Zero Hunger. The Consultant will report to Government Partnerships Officer and the second level supervisor is the Head of Partnerships.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the strategic and operational guidance of the Government Partnerships Officer, the Policy and Research Consultant will perform the following duties:

  • Provide regular updates on MoFA and KOICA’s ODA and foreign policy priorities.
  • Conduct quality research in support of the efforts to enhance existing partnerships and develop new ones.
  • Raise resources for WFP; negotiate contributions; keep donors informed of key policy and operational issues of importance to the Programme; prepare/coordinate/support the preparation and review of funding proposals by engaging with relevant functional units.
  • Draft and edit documents to improve readability as well as to ensure consistent language usage and proofread to detect and correct errors in spelling, grammar, syntax and playout.
  • Translate relevant documents into Korean to English or vice versa as necessary.
  • Conduct other related tasks, including but not limited to document filling management, internal meeting notes, etc.
  • Perform other related duties, as required.

JOB PURPOSE

The consultant will be expected to show results in the form of a high-quality documentation/specialized research skills for ODA project development, funding proposals, brochures and publications that support awareness-raising of hunger issues and WFP’s work in the Republic of Korea. The research conducted by the consultant will be used to support the strategic planning of resource mobilization in the Republic of Korea. The consultant will also be expected to provide quality inputs for developing governmental donor database.

STANDARD MINIMUM QUALIFICATIONS

Education

Advanced University degree in development studies, development economics, public administration, public policy, political science, international relations, international cooperation, or other relevant fields, or first university degree with additional years of related work experience and/or training courses.

Experience

Has gained more than 2 years of experience in relevant research or experience in national or international ODA-related policies.

Knowledge & Skills

Strong research skills and analytical abilities are required; ability to produce high-quality formal reports with strong English and Korean writing skills; effective command of cross-cutting and thematic issues supported by WFP; knowledge of ROK’s ODA and foreign policies and government institutions;

Concentration, accuracy and attention to detail; ability to plan and organize work, resourcefulness, initiative, maturity, tact, and advocacy skills.

Advanced ability to write formal document professionally in both Korean and English; good computer skills including MS Excel, Powerpoint, and Word; ability to work in a team setting that has direct contact with multinational counterparts.

Languages

Fluency (level C) in English language and in Korean (the duty station’s language)
